About The Position

Raytheon is seeking a highly motivated candidate to serve as the Instrumentation Radars Program Manager within the Upper Tier Missile Defense (UTMD) product area. In this position you will be a key member of the program leadership team in managing overall program execution of the growing portfolio of instrumentation-class radar programs. This position reports to the Development and Growth Director with a dotted line relationship to the Sustainment Director. There will be a strong focus on proposals and program startup as the Cobra King modernization effort kicks off its initial phase that will quickly expand to execution of redesign activities and return & repair actions necessary for the first program milestone. Additional Cobra King modernization phases are expected as are additional instrumentation sensors from the MDA customer. You will be working closely with functional team members, and other program managers across the portfolio, to position this program for successful captures, startup, and execution. You will have full P&L responsibility for the program and provide vision, strategic direction, and tactical guidance to the program team. You will own the customer relationship and ensure contractual and company requirements, deliverables, and reporting are met using approved business models and management tools. This position is located onsite in Woburn, MA. Relocation is not available.

Requirements

  • A University Degree or equivalent experience and minimum of 10 years prior relevant experience, or an Advanced Degree in a related field and minimum of 7 years experience
  • Experience as a PM, Deputy PM, PI, IPT/CPT Lead, or CAM with a strong interest in Program Management.
  • Prior experience supporting development, production, and/or sustainment programs, including balancing cost, schedule, and technical requirements.
  • Experience with program management tools and processes such as Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), and/or Risk and Opportunity.
  • Experience working with cross-function teams.
  • An active and transferable U.S. government issued Secret security clearance prior to start.

Nice To Haves

  • Experience working government programs (large/complex) with direct customer interfaces, both internal and external, including Industry Partners
  • Experience with internationally deployed systems.
  • Radar, Missile Defense, Naval Systems, or Intelligence Collection knowledge.
  • Production or Sustainment program experience, with demonstrated ability to work with Operations and Supply Chain functions.
  • Experience with the US government customer community interaction and contract negotiations.
  • Experience with financial analysis and project management tools and operating within the RLPM framework.
  • Working knowledge of Global Trade and Security requirements.
  • Demonstrated program execution experience managing program staffing, assignments and resources.
  • Experience developing and reviewing cost proposals and synthesizing Proposal Review and Contract Start-up packages for management review and approval.
  • Raytheon Program Management certification at level 5, or ability to achieve within 6 months.
  • Prior experience supporting development, production, and/or sustainment programs in the aerospace and defense industry.
  • Working knowledge of contract formation, execution, and management.

Responsibilities

  • Act as the face of the program and of the business to the customer and build intimacy through positive customer engagements, communication cadence, and collaboration.
  • Execute daily PM cadence (battle rhythm) such as risk review boards, schedule performance management, customer reviews, IPT/CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments.
  • Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements, RTX Lifecycle Program Management (RLPM), company and business policies and procedures.
  • Directly support the program EAC and risk and opportunity process in accordance with specific financial goals and obligations.
  • Meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
  • Develop program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management, and administrative functions.
  • Display strong communication, influence management, utilize succinct presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
  • Prepare and manage all required product lifecycle artifacts, reviews, and gates.
  • Coordinate customer program reviews, prepare for customer visits.
  • Support contract proposal process to include bidding, gating, negotiation, contract definition, and start-up efforts.
  • Conduct domestic and international travel as needed per the demand of the program.
