About The Position

Perform highly specialized technical work involving the installation, calibration, configuration, commissioning, maintenance, advanced troubleshooting, repair, programming support, and optimization of instrumentation, SCADA systems, PLCs, RTUs, industrial communications, and automation systems supporting the City's water, wastewater, reuse, stormwater, and lift station facilities. Serve as the division’s primary field technical resource by implementing complex automation projects, process control improvements, system commissioning, process control improvements, supporting the SCADA Technical Lead, and providing technical guidance to Instrumentation Technicians.

Requirements

  • High school diploma or G.E.D.
  • Four (4) years of progressively responsible experience installing, configuring, maintaining, troubleshooting and supporting industrial control systems, SCADA systems, programmable logic controllers (PLCs), remote terminal units (RTUs), industrial communications, and automation systems supporting water, wastewater, stormwater, or related industrial facilities.
  • Two (2) years of demonstrated experience programming, modifying, testing, and commissioning PLCs, RTUs, and human-machine interface (HMI) systems utilizing platforms such as Studio 5000, Siemens TIA Portal, Schneider Electric EcoStruxure/Telepace Studio, AutomationDirect CLICK, or equivalent platforms.
  • Experience with industrial communications including licensed/unlicensed radio telemetry, Ethernet/IP, Modbus TCP/IP, Modbus RTU, fiber optic communication, serial communications, or similar technologies.
  • Experience reading and interpreting electrical schematics, P&IDs, control drawings, and instrumentation loop diagrams.
  • Technical documentation and diagramming skills.
  • Valid Driver's License.
  • Must obtain a Florida driver's license within thirty (30) days of employment.

Nice To Haves

  • Associate degree in Electronics, Instrumentation, Industrial Controls, Electrical Engineering Technology, Computer Science, or a related technical field, or an equivalent combination of technical training, education or directly related experience.
  • Experience with Microsoft SQL Server, SCADA databases, and reporting systems.
  • Five (5) years of experience commissioning industrial instrumentation and auto
  • Experience coordinating automation projects and contractor activities.
  • Experience with industrial cybersecurity principles and best practices.
  • Willingness to adopt AI and emerging technologies.

Responsibilities

  • Install, calibrate, configure, commission, maintain, troubleshoot, and repair instrumentation, PLCs, RTUs, SCADA systems, telemetry equipment, communications systems, and associated control hardware/software.
  • Perform advanced preventive and corrective maintenance on instrumentation, electrical, communications, and automation systems.
  • Assist the SCADA Technical Lead with PLC programming, RTU configuration, HMI development, SCADA database modifications, and automation enhancements.
  • Assist with development, testing, implementation, and deployment of process control programming and configuration code.
  • Assist with identifying replacement equipment, spare parts, software licensing, tools, and materials necessary to maintain reliable operation of instrumentation, SCADA, telemetry, and automation systems.
  • Provide technical recommendations regarding equipment replacement, inventory levels, lifecycle planning, and future automation improvements.
  • Assist with developing technical specifications, obtaining vendor quotations, and evaluating equipment for repair, replacement, or procurement.
  • Maintain inventory of instrumentation, control system components, communication equipment, and critical spare parts.
  • Assist the SCADA Technical Lead with evaluating emerging technologies, software, and equipment to improve operational reliability and efficiency.
  • Perform startup, testing, commissioning, factory acceptance support, and field acceptance of new instrumentation and control systems.
  • Configure and maintain industrial communications including licensed/unlicensed radio systems, fiber optics, serial communications, Ethernet/IP, Modbus TCP/RTU, DNP3, and related technologies.
  • Coordinate field activities with Operations, Maintenance, Engineering, Information Services, contractors, vendors, and consultants.
  • Review contractor work, participate in control system upgrades, and provide recommendations to improve automation reliability and operational efficiency.
  • Read and interpret electrical schematics, P&IDs, instrumentation loop diagrams, control drawings, and network architecture diagrams.
  • Maintain calibration records, asset information, work orders, and technical documentation using the City's asset management system.
  • Provide technical guidance and mentoring to Instrumentation Technicians.
  • Participate in the on-call rotation and respond to emergency call-outs.
  • Utilize PPE and perform other duties as assigned.
  • Complete required training as specified within the City Comprehensive Emergency Management Plan.
