About The Position

This recruitment is to fill a position within the SRWA Surface Water Treatment Plant. The City of Turlock is offering NEW INCENTIVES for Instrumentation and Control Technician, Senior. The Instrumentation and Control Technician, Senior INCENTIVE breakdown is as follows: $2,500 – Upon hiring $2,500 – Upon completion of probation $2,500 – Upon completion of 3 years of service from hiring. Under general supervision, the Instrumentation and Control Technician Senior installs, modifies, maintains and operates a variety of control, protection, and computer equipment for the Water Treatment Plant, Wastewater Treatment Plant, Storm/Sewer Collection Systems and Water Distribution Systems. This position works closely with Water/Wastewater Plant Operations and Maintenance staff. This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments. This is an advanced journey/lead level class. Individuals working at this level are expected to have extensive and advanced level knowledge of instrumentation and control processes. This class is distinguished from the Level I/II class by its advanced level duties and from the Instrumentation and Control Technician, Supervisor, by the latter’s responsibility for the full scope of supervisory duties. General supervision is provided by the Instrumentation and Control Supervisor; incumbent may provide technical direction to assigned staff. When assigned to the SRWA Surface Water Treatment Plant, general supervision is provided by the Water Treatment Plant Operations Supervisor.

Requirements

Knowledge of principles, methods, materials, tools, and equipment used in the installation, inspection, testing, operation, maintenance, and modification of electrical, electronic, and computer-controlled systems
Knowledge of electrical theory and technology
Knowledge of working with medium voltage switchgear(480,3-phase)
Knowledge of current electrical codes
Knowledge of hydraulics, applied mathematics, chemical metering, pumps, SCADA, PLC’s, CEMS and DCS equipment
Knowledge of general principles and procedures of wastewater treatment, water treatment and distribution systems.
Knowledge of safety rules and regulations
Knowledge of regulatory reporting
Knowledge of use of modern office equipment and applicable software.
Ability to read and understand technical drawings, sketches, plans and specifications and maintenance manuals
Ability to operate electronic/electrical testing equipment.
Ability to troubleshoot electrical and instrumentation control circuits.
Ability to diagnose electrical and electronic failures and take an effective course of action to correct the problem.
Ability to work cooperatively with others
Ability to understand and troubleshoot instrumentation and control systems and serve as a resource to staff to solve problems.
Ability to plan and schedule work activities
Ability to prepare complete and concise reports and records
Ability to work with minimal supervision.
Ability to follow oral and written instruction.

Four years of increasingly responsible experience in the instrumentation and control systems similar or greater in size and complexity to the City of Turlock.
Equivalent to a high school diploma or GED certification and six college units or CEUs in a related field or scholastic general education (i.e. Speech, Math, English, Science, Foreign Language, etc.) and three college units or CEU’s in Supervision or Management for a total of nine college units or CEU’s.
Possession of an appropriate, valid Class C California Driver's License at the time of appointment, to be maintained as a condition of continued employment.

California Water Distribution Certification Grade I within 24 months of appointment.
CWEA Electrical & Instrumentation Technologist Certification within 24 months of appointment.
CWEA Mechanical Technologist Certification, Crane Operator Certification, Electrical License is desired.

Responsibilities

Inspect, test, calibrate, and repair all plant instruments, controls, electrical and/or electronic devices.
Reprogram controllers, programmable logic controllers (PLC’s), continuous emission system (CEMS), supervisory control and data acquisition system (SCADA) and distributed control system (DCS) equipment.
Modify all systems as directed including design, fabrication, assembly and testing.
Inspect, adjust and operate equipment as required.
Operate various small and medium equipment including forklifts and trucks.
Use a wide range of hand and power tools and machinery.
Maintain records of equipment repair and replacement using CMMS-generated work orders for predictive and preventative maintenance.
Ensure that all analyzers and monitoring equipment are calibrated and appropriately sending and storing accurate information via a cyber-secure SCADA system
Make critical decisions to resolve emergency situations.
Participate in the planning and implementation of upgrades, changes or expansions of wastewater treatment and conveyance facilities.
Assist with the preparation of technical and administrative reports, and other written documents, including the submittal of all regulatory required reports.
Build and maintain positive relationships with staff, Cities employees, outside agencies, and the public through clear and concise communication.
Maintain necessary reports and records.
Observe and enforce safety rules.
Oversee, lead, and train subordinate staff.
Participate in special projects or studies as assigned.
Perform over time and/or emergency work as required
Perform related duties as assigned.
