About The Position

The Staff Development Division (SDD) serves as the training liaison between the Colorado Department of Human Services (CDHS), the Colorado Department of Health Care Policy and Financing (HCPF), and the Governor’s Office of Information Technology (OIT) for county departments of Social/Human Services, as well as medical assistance, presumptive eligibility, and certified application assistance sites for Health First Colorado/CHP+ Medical Assistance across Colorado. The SDD is responsible for identifying essential training needs, establishing, facilitating, and maintaining integrated competency-based training curricula, and continually evaluating results. The SDD aims to ensure all Colorado’s Health and Economic Security staff are informed and well-trained to perform timely and error-free work through consistent, accessible, and convenient competency-based training. This position is hybrid, requiring at least two days per week in the office, with additional days determined by business needs. Travel within the state for meetings and community engagement activities may be involved. The core function of this position is to ensure that training is designed, developed, and delivered to case management agencies within the Adult Financial, Colorado Works, and DEWS Employment and Training programs, which are overseen and administered by DEWS. This role contributes to the design, development, and administration of statewide Case Management training, including making necessary updates to materials. It supports and participates in the creation and implementation of various online training courses, methods, and materials for Public Assistance Programs. In collaboration with other training unit staff, this position handles the development and maintenance of online learning courses for Public Assistance Programs policy and the Colorado Benefits Management System (CBMS). The position works with colleagues to maintain, coordinate, and implement a comprehensive training program addressing the training needs of eligibility workers statewide for Public Assistance Programs. Through the online learning courses developed, this position ensures that statewide eligibility site workers accurately process applications for Public Assistance Programs in CBMS, adhering to federal and state rules, regulations, policy, and guidance. The position identifies new and efficient measures to enhance eligibility site workers’ performance through interactive web-based training, incorporating evaluations and feedback for continuous improvement. The materials and training developed are crucial for ensuring proper and accurate eligibility determinations, thereby preventing inappropriate payments. This position participates in all relevant meetings concerning the ongoing operations of Public Assistance Program Training procedures and policies. It involves communication, coordination, and meetings with individuals within the Eligibility Division, eligibility sites, and other stakeholders to ensure training needs are met and that Public Assistance Programs training is comprehensive. The position utilizes Articulate Storyline 360 and other online authoring tools, including Adobe Creative Suite, Camtasia, Audacity, and Final Cut Pro, to create web-based training courses. It assists in developing high-quality, comprehensive, and accurate training courses and materials within established timelines, supporting program business goals, processes, and increasing the technical versatility of training participants.

Requirements

  • Six (6) years of professional experience in instructional design and development, or designing and developing online training courses.

Responsibilities

  • Develops high-quality, comprehensive, and accurate training courses and materials within management-established timelines.
  • Ensures statewide eligibility site workers accurately process applications in CBMS and comply with federal and state rules, regulations, policy, and guidance through developed training courses and materials.
  • Creates online courses using Articulate Storyline, Camtasia, and other e-learning software.
  • Creates and edits images such as CBMS screenshots, illustrations, and graphics using advanced imaging editing tools like Adobe Photoshop and Illustrator.
  • Uses online review tools to host published courses for stakeholder review and approval.
  • Completes course revisions using the applicable authoring tool and software package.
  • Designs and develops high-quality, comprehensive, and accurate process manuals, desk aids, and other visual presentation materials as needed, within management-established timelines.
  • Partners with SDD staff to ensure deliverable deadlines are met according to project plans.
  • Creates and edits visual documents with Adobe Acrobat Pro, Adobe Illustrator, Adobe Photoshop, and SnagIt, as well as other authoring tools.
  • Achieves consistency in visual design by using the SDD Style Guide.
  • Reviews system documentation, policy, and rules to prepare training materials with responses and solutions, ensuring proper policy and operations are reflected.
  • Determines whether CBMS system updates and policy changes require revisions to training and reference materials using existing program knowledge, rules, and available resources.
  • Communicates directly with Program Area members to evaluate documentation and determine training modalities.
  • Collaborates with subject matter experts to ascertain key concepts for training.
  • Researches new developments in teaching and adult learning and applies them to all training materials created.
  • Determines the appropriate training material and delivery based on the audience.
  • Stays current on best practices, new software, and tools to incorporate innovative ideas and solutions into web-based training curriculum.
  • Researches advances in online and adult learning theory and methods and applies them to Public Assistance Programs online learning courses.
  • Researches new developments in teaching and adult learning.
  • Identifies new and/or improved training methods and applies findings to all relevant training materials created.
  • Performs other duties as assigned.
