About The Position

This position leads the conceptualization, development, and maintenance of cross-sector (P-20W) data frameworks, integrating early childhood, K-12, postsecondary, and workforce data to support Hawaii's statewide longitudinal data system (SLDS). The role involves conducting advanced analyses to provide useful insights, dashboards, and resources that support policy and program development and decision-making across the education sector. The analyst will lead and coordinate data integration, mapping, and crosswalk development across partner agencies, serve as a primary resource for ad hoc data requests, and act as a liaison between technical teams and policy stakeholders. The position also involves designing, developing, testing, and maintaining data products, conducting policy-relevant research and evaluation, ensuring data quality and governance compliance, developing data documentation, and providing data literacy support and training.

Requirements

  • Possession of a baccalaureate degree in Educational Psychology, Psychology, Educational Administration, Economics, or related field, with coursework in statistics, research methods, tests and measurements, mathematics or related subject areas and 3 years of progressively responsible professional experience with responsibilities for administrative, institutional or program analysis; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the area of evaluation, research and data analysis and the ability to apply these methods and techniques to diverse range of data and administrative systems and processes as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with research, analyses, data governance and individual confidentiality and privacy.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

  • Demonstrated ability to perform complex queries to extract data from complex tables and reporting tables in order to create new datasets specific to a policy or research question, or researcher request.
  • Demonstrated ability to design, create, and update statistical tables and graphs or other visual representations of data; incorporate these tables and graphics in report format to support important/relevant findings.
  • Demonstrated ability to develop and deliver presentations and design presentations to convey complex information to a variety of audiences.
  • Ability to do consistent, detailed and accurate work.

Responsibilities

  • Leads the conceptualization, development, and maintenance of cross-sector (P-20W) data frameworks, integrating early childhood, K-12, postsecondary, and workforce data to support Hawaii's statewide longitudinal data system (SLDS).
  • Conducts advanced analyses to provide useful analysis, dashboards, and other resources that support policy and program development and decision-making across the education sector.
  • Leads and coordinates data integration, mapping, and crosswalk development across partner agencies to ensure consistent definitions, interoperability, and longitudinal tracking of individuals and outcomes.
  • Serves as the primary resource for ad hoc data requests for external partners, state agencies, and other Hawaii P-20 staff by providing functional and technical information on dataset specifications.
  • Serves as a primary liaison between technical teams and policy stakeholders, translating business questions into data requirements and analytical approaches.
  • Designs, develops, tests and maintains data products, including dashboards, automated reporting pipelines, and analytical datasets, to support decision-making by education stakeholders.
  • Conducts policy-relevant research and evaluation, including analyses of student progression, program effectiveness, and cross-sector outcomes (e.g., education-to-workforce transition).
  • Ensures data quality, validation, and governance compliance, including adherence to FERPA, state privacy laws, and data-sharing agreements.
  • Develops and maintains data documentation and metadata systems, including data dictionaries, lineage, business rules, and report specifications.
  • Responds to complex ad hoc data requests from leadership, policymakers, and partner agencies with clear, actionable insights and visualizations.
  • Collaborates with technical staff to support data warehouse development, ETL processes, and data model design for longitudinal analytics.
  • Provides data literacy support and training to stakeholders, including guidance on interpretation, limitations, and appropriate use of cross-agency data.
  • Engages with partner agencies to improve data quality, alignment, and reporting consistency, and support continuous improvement of statewide data systems.
  • Coordinates and mentors junior analysts and/or student assistants; prioritize workload and ensure timely delivery of high-quality analytical output.
