About The Position

The United Nations Industrial Development Organization (UNIDO) is seeking an Institutional Development Expert for a project in Palestine aimed at restoring the competitiveness and resilience of the Hebron-based leather and footwear sector. This initiative involves developing a Sustainable Shoe Village (SSV), an integrated industrial hub with sustainable infrastructure and low-carbon energy solutions. The SSV will include a Common Facility Centre offering shared services, modern equipment, and infrastructure to support MSMEs in design innovation, technical upgrading, and skills development. The project emphasizes energy-efficient production, export facilitation, and circular economy practices, leveraging UNIDO's expertise in sustainable energy and the leather value chain. The expert will work under the supervision of the Project Manager and in close cooperation with the project team to ensure the Shoe Village Company (SVC), the private sector entity responsible for the SSV, has the necessary governance, managerial, technical, and operational capacities.

Requirements

  • Advanced university degree (master’s or equivalent) in economics, public administration, business administration, engineering, or other relevant discipline, OR a first-level university degree/advanced technical college diploma combined with an additional 5 years of directly relevant professional experience.
  • At least five (5) years of professional experience in institutional development, organizational reform, capacity building, or private sector development.
  • Experience working with industrial parks or industrial estates.
  • Fluency in written and spoken Arabic.
  • Working knowledge of English.

Nice To Haves

  • Experience in governance of industrial parks (e.g., institutional roles of developers and operators).
  • Familiarity with planning, governance, financial & operational management for industrial parks.
  • Experience conducting organizational capacity assessments and formulating capacity development action plans, institutional strengthening roadmaps, or strategic restructuring plans for private sector entities, PPP structures, or development companies.
  • Experience working with governments, private sector organizations, business associations, or industrial clusters, including facilitation of multi-stakeholder consultations.

Responsibilities

  • Conduct rapid institutional diagnostics, including reviewing company documents, conducting interviews with key stakeholders, and assessing baseline strengths and critical gaps.
  • Develop a governance and bylaws package for SVC, including a governance model, suggested amendments to bylaws, and a governance implementation checklist.
  • Develop an organizational structure, phased staffing plan, and job descriptions for priority positions within SVC.
  • Specify financial and administrative system requirements for SVC, provide process maps and SOP checklists, and draft template registers and monthly management reporting packs.
  • Develop a practical and action-oriented capacity development action plan for SVC, covering governance, HR, financial systems, project oversight, business model, and compliance.
  • Hold a validation workshop with SVC and project stakeholders to present assessment results and recommended action plans.
  • Submit a final report incorporating feedback from the validation workshop.
