About The Position

Parsons is looking for a talented Installation Manager to be part of a strong team that works on the implementation of air traffic control systems for the FAA in the National Airspace System (NAS). The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons in April 2023. Parsons is the prime contractor. This $1.8+ billion contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) and certain reimbursable programs, the FAA NextGen Program, national security programs, and aviation safety. Specifically, work includes site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, drafting, contract surveillance, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

Requirements

  • Bachelors degree in engineering, construction management, technical systems, operations, or a related field; Related field leadership experience may be considered in lieu of a degree
  • 8+ years of deployment, installation, or construction management experience to include 3+ years in a managerial/leadership role
  • Must be willing to travel up to 50%
  • Proven ability to perform in a lead capacity
  • Excellent written and oral communications skills
  • Ability to interpret installation drawings, scopes of work, and technical packages.
  • Familiarity of industry practices and regulations are required
  • Experience giving professional, formal presentations using PowerPoint or equivalent software
  • Experience working in a Windows-based environment; skills using Outlook, Word and Excel
  • Must be able to meet customer security requirements.
  • A background check by Federal Authorities will be performed

Nice To Haves

  • Experience with air traffic/airport-related installation/construction for communications, automation, surveillance radar, or terminal infrastructure projects.
  • Projects supporting national airspace or other mission-critical operations.
  • Experience with FAA, DOT, DoW, airport, telecom, utilities, or other regulated field environments.
  • Experience managing geographically dispersed field teams.

Responsibilities

  • Manages field teams performing hands on installation and site preparation activities in active air traffic control operational environments.
  • Assigns field staff to a variety of air traffic control environment installation assignments.
  • Ensures field staff are adequately trained and prepared to perform the roles to which they are assigned.
  • Monitors and directs field staff in the execution of their daily work.
  • Ensures all projects are adequately staffed and monitors the progress deployment/installation progress in accordance with approved schedules.
  • Capable of reviewing engineering drawings and other technical documents for installation clarity and develops project specific execution and implementation plans.
  • Interfaces with internal and external (customer) stakeholders to develop most effective approach for field project delivery.
  • Submits reports to the client as required, and responds to client issues and expectations.
  • Prepares project specific Risk Management Plans (RMPs) to identify and mitigate safety, quality, schedule, and operational risks for projects.
  • Anticipates problems and works with client, engineers, subcontractors, and RPM to identify and implement corrective actions.
  • Promotes technical excellence on the project through the application of Quality Assurance processes.
  • Coordinates with client and other government regulating authorities as required to ensure site security measures are adhered to by subcontractors and others when completing the deployment/installation field work.
  • Helps to analyze and negotiate contract change orders and claims.
  • Helps to develop, monitor, and enforce project budgets, schedules, and scope statements.
  • Ensure delivery of all project deliverables within the installation project phases.
  • Develops regional and project specific status reports for regional and national distribution.
  • Attends and often leads meetings on location prior to commencement of installation work.
  • Makes periodic trips to field project sites during installation work to ensure project scope, safety, quality, and schedule requirements are being met.
  • Leads weekly field staff meetings and otherwise disseminates company and project related information to all field staff.
  • Assists with the preparation and submission of installation deliverable letters to the client.
  • Monitors field staff weekly timekeeping and travel voucher costs and ensures timely completion for all assigned personnel.
  • Actively promotes and supports safety policies and ensures safety is integrated into design and that the deployment/installation job sites are monitored for good safety practices.
