About The Position

AECOM is seeking a Quality Control Specialist IV (Inspector / Quality Assurance Manager) to support a secure, technically complex, multi-year project. This role involves observing and reporting on field activities, focusing on quality, scope, schedule, budget, safety, and security. The position requires acting as the Owner's Representative Lead Inspector and Quality Assurance Manager (I/QAM), conducting field observations, inspections, documentation, and contract coordination to ensure the Contractor's successful execution and delivery of a quality product to GSA and DOE/NNSA. The I/QAM will review work for conformance with contract requirements, approved Construction Documents, applicable codes, standards, and guidelines, while also enforcing the Contractor's Quality Control Plan, site safety, and security. This role will proactively assist the contractor in maintaining schedule, controlling budget, and preserving quality without compromising operations or security. The I/QAM will serve as the primary independent field inspector, utilizing their architectural, engineering, or construction background to confirm compliance with codes and industry standards, and to verify the accuracy and thoroughness of the Contractor's and their third-party inspection agents' testing, inspections, verification, and certification of work. The goal is to recommend for acceptance construction work that satisfies all contract requirements. The I/QAM will coordinate with the onsite AECOM Project Manager and offsite technical staff, provide technical quality review, verify the Contractor's QC plan implementation, and assist in coordinating activities and escorting the project team. They will provide technical feedback, uphold company policies, maintain client interface, and ensure construction aligns with design, budget, and schedule, providing frequent, accurate assessments and reporting to the GSA project team. While not managing the Contractor directly, the I/QAM will observe and document their management and execution, providing detailed compliance summaries to GSA. They will coordinate and manage Owner-ordered testing and report on quality and progress, maintaining timely communication with the AECOM Project Manager and GSA Project Team to support project delivery. The I/QAM functions as part of an integrated team supporting the Owner's interests, reporting to the AECOM PM and deferring to the GSA Contracting Officer. This role requires construction competency, an architectural, engineering, or construction background, and experience on similar projects. Responsibilities include preparing correspondence, maintaining construction site records, conducting meetings to resolve problems, and briefing clients. The I/QAM will incorporate site and market conditions into guidance on construction costs and time impacts for changes, collaborating with Cost Estimator and Scheduler. They will perform materials take-offs, price work, evaluate proposals, and negotiate contract adjustments. In-depth knowledge of construction practices, workmanship, materials, and installation methods is essential. The I/QAM will implement the AECOM Quality Assurance Plan, review and drive compliance with the Contractor's Quality Control Plan, vet means and methods, participate in safety meetings, and build rapport with the Contractor's team to promote open communication, problem-solving, risk mitigation, and quality/schedule adherence. They will report construction progress or activities impacting schedule and coordinate project interactions with adjacent facilities. Planning and acting with confidence regarding federal and local government office building projects, including procedural, review, and approval requirements, is necessary. Critical support will be provided to the AECOM PM for optimal project management and administration. Experience in interpreting construction drawings and specifications, performing and supporting the inspection of materials, workmanship, and construction, and participating in the activation/commissioning of specialty systems is required. Knowledge of construction industry safety practices, including OSHA requirements, is also necessary.

Requirements

BA/BS + 6 Years of relevant experience or demonstrated equivalency of experience and/or education

In-depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods.
In-depth experience in interpreting construction drawings and specifications on construction projects.
Ability to accurately incorporate active site and market conditions into guidance and impacts to construction costs and time impacts for changes.
Ability to effectively collaborate with Cost Estimator and Scheduler to produce accurate summaries and updates.
Ability and experience in the inspection of materials, workmanship, and construction and installation.
Knowledge of safety practices in the construction industry including a background of familiarity with OSHA safety requirements on construction projects.
Proficiency in using, Microsoft Word and Microsoft Excel.
Competency with various review and PIMS repository programs including Kahua, and other support software (CAD, BIM, Bluebeam, Structures, Procore, etc).
Ability to safely and competently move self and others throughout an active construction job site in a secure environment.
United States Citizenship is required for US work authorization.
Must be able to successfully pass Federal Adjudication for an HSPD-12 Security Credential.

Nice To Haves

Bachelor’s degree in construction management, Architecture, Engineering, or related technical field, or demonstrated equivalency of experience and/or education.
At least fifteen (15) years of experience supporting construction activities of which 5+ years must have been as an on-site field Inspector / Quality Assurance Manager, or demonstrated equivalency of experience and/or education.
Professional Certification, Licensure or Registration a plus.
Prior experience leading the QA/QC and inspection major site infrastructure, horizontal sitework, vertical construction replacement and modernization projects.
Prior experience working on GSA and/or other federal agency or government construction projects in occupied, secure facilities including secure campuses / military bases / compounds.
Prior experience with the design, construction, and/or management services for SCIF projects.
Certified Construction Manager (CCM) from the Construction Management Association of America (CMAA).
Proven Experience performing and supporting the successful completion of similar projects in comparable environments and conditions.
Experience supporting and/or managing complex projects as an Owner's Representative Inspector / Quality Assurance Manager (I/QAM).
Knowledge of and proven experience with construction phase management (CM/PM support services, Owner’s Representation, field observation, and contract management), closeout and warranty phase management (Cx support, warranty backcheck).
Thorough knowledge of engineering and construction principles, practices and procedures, base competency with applicable codes, laws, and government regulations, overlay GSA guidelines, principles of project management, and field observation and supervision.
Professional demeanor, attentive and accommodating customer service skills, clear and detailed oral and written communication skills, collaborative team building skills, lead by example, proactive problem solver, capable of adjusting to changing job environments, seeks de-escalation. Self-directed.
CCM / PMP certification.

Responsibilities

Support the day-to-day field observations, inspections, documentation, and reporting for construction work.
Observe, assess, document, and recommend for rejection or acceptance construction work completed by the Contractor.
Review all work for conformance with contract requirements, approved Construction Documents, applicable codes, standards, and guidelines.
Enforce the Contractor's Quality Control Plan, site safety, and security.
Assist and push the contractor to maintain schedule, control the budget, and preserve quality without compromising operations or security.
Serve as the primary independent field inspector, confirming work compliance with codes and industry standards.
Verify the Contractor and their third-party inspection agents are accurately and thoroughly completing required testing, inspections, verification, and certification of work.
Recommend for acceptance construction work that satisfies all contract requirements.
Coordinate with the onsite AECOM Project Manager and offsite technical staff and specialty inspectors.
Provide technical quality review of the work.
Verify the Contractor’s implementation of their QC plan and completion of responsible Inspections.
Assist in coordinating activities and escorting the interdisciplinary project team in the field.
Provide technical feedback and guidance to the collaborative team.

Provide critical support to the AECOM PM to promote optimal management and administration of the project, objectives, and policies.
