About The Position

To perform duties in support of the Housing Authority’s Inspection Program; to investigate complaints and enforce all regulations related to Housing Quality Standards UPCS (Uniform Physical Conditions Standards)/ HQS (Housing Quality Standards, environmental health zoning and related ordinances; to confer with residents on compliance with regulations relating to housing, health, and safety; and to perform a variety of technical tasks relative to assigned areas of responsibility, to include Section 8 Program, Voucher, Tenant Based Rental Assistance (TBRA/HOME), Mod Rehab, Mod Rehab SRO, VA Shelter Plus Care and other Public Housing and rental assistance programs.

Requirements

  • Equivalent to the completion of the twelfth grade, supplemented by specialized training in NSPIRE/HQS codes, public health, environmental regulations or a related field.
  • Knowledge of: Operations, services, and activities of the NSPIRE/HQS program including housing standards, environmental health, vehicle and vegetation abatement and related ordinances.
  • Principles, practices, methods and techniques of housing inspection and regulation enforcement.
  • Methods and techniques of evaluating housing for program termination.
  • Methods and techniques of investigating property ownership.
  • General building methods.
  • Record keeping and file maintenance systems.
  • Mathematical principles.
  • Geographic area of the city.
  • Principles of business letter writing and basic report preparation.
  • Office equipment including computers, and supporting work processing and spreadsheet applications.
  • Proficient in Microsoft Office; ability to become proficient in proprietary software.
  • Strong understanding of REAC/ NSPIRE criteria.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Ability to perform UPCS/HQS enforcement duties and responsibilities in assigned areas.
  • Perform a variety of unskilled/skilled maintenance work orders; identifies all REAC/NSPIRE deficiencies submitting work orders as applicable
  • Read, interpret and enforce applicable city, state and federal codes, ordinances and regulations related to housing, zoning, and environmental health issues.
  • Research property records and relayed documents to establish property ownership.
  • Perform mathematical computations.
  • Prepare clear and concise letters and reports.
  • Interpret, communicate and apply city codes and ordinances to residents, staff and landlords.
  • Compile and collect data.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Responsibilities

  • Perform a variety of duties in support of the Housing Authority’s Inspection Program to protect the health, safety and welfare of the Housing Authority’s residents.
  • Investigate complaints and enforce all regulations related to housing standards, environmental health, and vehicle and vegetation abatement and zoning ordinances; confer with residents and staff on compliance with regulations relating to housing, health and safety.
  • Inspect homes, apartment buildings, and other properties; ensure compliance with applicable housing standards, zoning and environmental health codes, ordinances and regulations; determine whether property is in compliance; issue notices of violation as requires; document all actions and notices; perform follow-up inspections to ensure compliance.
  • Meet with residents and landlords who are in violation of regulations; explain actions required to comply with regulations.
  • Respond to reports alleging UPCS/HQS violations including high weeds, junk vehicles, litter and graffiti; interview complainants and witnesses; take photographs of violations and document activities through computer input; perform research to determine ownership of property and the approved conditional uses of property; process certified letters.
  • Confer with residents/landlords and perform mediation and intervention to resolve potential conflicts regarding regulations or violations.
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Generate monthly inspection activity reports; distribute as required.
  • Perform maintenance repairs on-site as applicable as identified for NSPIRE/REAC
  • Assist with snow removal, vacancies, work orders, and other tasks as deemed necessary by management.
  • Testify in court and at administrative proceedings as necessary.
  • Perform related duties and responsibilities as required.
  • Coordinates parking regulations and enforcement for sites and management properties
