About The Position

Boeing's Insider Threat Program is part of an integrated operational effort designed to provide proactive threat collection, analysis, investigation, and reporting on espionage, terrorism, and insider risks to the company. This role provides investigative and analytical expertise to support Boeing's Enterprise Insider Threat Program, applying existing counterintelligence investigative and operational experience within the private sector framework. The specialist will use a proprietary intelligence aggregation tool and review the output of automated data models to assess and identify potential insider threats, following established procedures to monitor concerning behaviors and escalate high-risk incidents. The position involves creating investigative plans, executing them using standard investigative techniques, gathering evidence, conducting interviews, and leveraging subject matter expertise. A key responsibility is maintaining the historical database of investigative work product. The role also includes creating concise reports, briefing internal customers and external authorities, and advising concerned parties on report findings for follow-up action or legal prosecution. The specialist will support the Southwest Region Leader's strategy for counterintelligence and counterterrorism services, regional threat collection, analysis, and operational efforts, as well as internal and external liaison efforts. Developing operational concepts to mitigate threats, assisting in the collection, analysis, and reporting of suspicious incidents, and developing/delivering training on CI/CT/Insider Threat topics are also core functions. The role involves developing and implementing new threat identification policies and procedures, and developing trend analysis tools to provide executive leadership with data for risk management decisions. Travel to Boeing sites in the Southwest Region or other domestic United States sites may be required.

Requirements

  • Successfully completed a Tier 5 Investigation (T5), formerly known as a Single Scope Background Investigation (SSBI) by the federal government within the last 5 years, or enrolled in a Continuous Vetting program within the last 5 years
  • 3+ years of experience conducting Federal CI/CT (Counterintelligence/ Counterterrorism) investigations or foreign intelligence collection operations on behalf of the US Government
  • Willing to travel domestically as needed
  • Must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.
  • Requires an active U.S. Top Secret/SCI Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Nice To Haves

  • Bachelor's degree or equivalent work or military experience
  • 5+ years of experience conducting investigations and managing the investigative process to include conducting interviews, collecting data and facts and analyzing to identify trends and/or discrepancies
  • 5+ years of experience working with federal, state and local law enforcement and intelligence agencies including liaison with the Federal Bureau of Investigation, Joint Terrorism Task Forces, Fusion Centers, Field Intelligence Groups and the Intelligence Community
  • Experience communicating with management at all levels
  • Analytical and investigative abilities
  • Experience with data aggregation tools and investigative experience in government, the military or industry
  • Experience conducting national security and counterintelligence investigations
  • Experience conducting liaison with federal law enforcement and intelligence community agencies

Responsibilities

  • Provides investigative and analytical expertise to support Boeing's Enterprise Insider Threat Program
  • Applies existing counterintelligence investigative and operational experience within the private sector framework
  • Uses a proprietary intelligence aggregation tool, reviews the output of automated data models for the purpose of assessing and identifying potential insider threats
  • Follows established procedures to monitor concerning behaviors and escalate high-risk incidents for investigation
  • Creates investigative plans and executes them using standard investigative techniques to gather evidence, conduct witness and subject interviews, and leverage subject matter expertise
  • Develops interview plans to gather statements, resolve allegations, and recover stolen intellectual property
  • Maintains the historical database that serves as a repository of investigative work product (e.g., of suspect, witness, evidentiary data) as directed by Strategic Intelligence (SI) processes
  • Creates concise reports detailing the factual outcome all investigations using approved standardized formats
  • Briefs internal customers (e.g., Human Resources, first level management, Ethics, Legal) and external authorities (e.g. local/state/federal law enforcement) on relevant findings on a need-to-know basis determined by the sensitivity of the investigation or as mandated/authorized by the Boeing Law Department
  • Advises concerned parties of report findings (e.g., Legal, Ethics, Employee Corrective Action Review Board [ECARB]) for follow-up action/adjudication/documentation or external authorities for legal prosecution)
  • Supports the Southwest Region Leader’s strategy for providing counterintelligence and counterterrorism services to all Boeing and subsidiary sites in the region
  • Supports regional threat collection, analysis, and operational efforts in conjunction with SI Southwest Region leader
  • Supports internal and external liaison efforts in the Southwest region, including liaison with federal law enforcement and intelligence community partners
  • Develops operational concepts based on collected threat information to mitigate or counter validated threats while minimizing the impact and cost to the business
  • Assists in the collection, analysis, and reporting of suspicious incidents within the region to key stakeholders
  • Develops and delivers training on Counterintelligence/Counterterrorism (CI/CT)/Insider Threat topics in written and oral formats
  • Develops and implements new threat identification policies and procedures
  • Develops trend analysis tools, processes, and products with the goal of providing executive leadership with sufficient data on which to base sound risk management decisions
