About The Position

Step into a pivotal leadership role guiding the Innovation, Research and Asset Performance Program, where your strategic vision will help shape Wyoming's vital transportation system. This position leads a dynamic program that includes the Innovation & Research and Asset Performance teams, shaping program direction, managing resources to maximize statewide outcomes, and ensuring performance measures are achieved. You will play a central role in defining how transportation investments are prioritized and delivered, leading the strategic planning and execution of asset management, project selection, and development of the State Transportation Improvement Program (STIP). At the same time, you’ll champion forward-thinking initiatives by coordinating agency-wide efforts that explore and implement emerging industry trends and technologies, research advancements, and innovative solutions that modernize the transportation system. Collaboration is at the heart of this role. You’ll work across the department to drive innovation and research, prioritize infrastructure investments, and establish meaningful asset performance measures that ensure progress toward long-term strategic goals. Requirements

  • Bachelor's Degree (in Engineering)
  • 5-7 years of progressive work experience (in Engineering) with acquired knowledge at the level of an Engineering Manager I
  • Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)

Responsibilities

  • Leads and provides strategic guidance for the program’s functional areas consisting of Innovation & Research and Asset Performance and appoints qualified individuals to ensure work activities are completed in a timely, efficient, and organized fashion
  • Supervises and interacts with subordinate staff, responsible for personnel staffing, personnel issues, program organizational structure, position control, employee development, related training, hiring, firing, performance appraisals, and employee health and safety
  • Interviews and hires staff, assigns work, and evaluates performance
  • Confers with other program managers and district staff to discuss issues, philosophy, plans, coordinate activities, and resolve issues
  • Prepares information for and coordinates with other divisions to ensure the strategic goals of the department are met
  • Establishes, reviews, monitors, and revises performance measures to optimize staff and resources
  • Interacts and coordinates with a variety of stakeholders regarding strategic planning for the statewide surface transportation system
  • Recommends, reviews, and negotiates contractual agreements
  • Recommends and evaluates projects to ensure objectives are met and determines best practices
  • Develops program goals, objectives, and performance measures to align with WYDOT's mission, goals, vision, and balanced scorecard
  • Monitors program work activities to ensure goals are being met
  • Represents program/department at the local, departmental, state, regional, and national levels
  • Researches and develops activities related to departmental goals
  • Collaborates with all levels of the Department, other State agencies, federal agencies (USDOT, NHTSA, FHWA, FAA, etc.), public officials, and private corporations to coordinate activities, answer questions, resolve issues, and implement the use of new technologies to improve the efficiency and effectiveness of the Department's operations
  • Oversees department wide strategic innovation, research and process improvement in collaboration with other programs
  • Oversees a comprehensive transportation asset management/performance system that consists of strategies, policies, and procedures in alignment with department goals, strategic objectives and regulatory requirements
  • Oversees the coordination, developments and maintenances of the State Transportation Improvement Program
  • Oversees the department's prioritization and selection system for highway infrastructure projects
  • Develops, implements and maintains the program budget
  • Develops, mentors and coaches program staff
  • Complies with relevant federal and state laws, regulations and policies
