Requirements

  • A related two-year technical diploma (e.g., Civil Engineering Technology diploma, or related diploma), supplemented by at least 6 years of related experience.
  • Excellent written and verbal communication.
  • Excellent interpersonal skills.
  • Valid Class 5 driver’s license.
  • Ability to understand and explain contents of technical reports to lay people.
  • Negotiation, public consultation, time management and strategic management skills.

Nice To Haves

  • Sound background in transportation safety, construction, and/or planning.
  • Expertise in transportation safety in order to identify and evaluate potential improvements at problem locations on the highway network throughout the Region.
  • Technical expertise in pavement management and life cycle cost analysis in order to evaluate alternative highway alignments and construction methods.
  • Understanding of Department business functions, policies, and procedures.
  • Understanding of economics principles, with experience using database applications for tracking and managing financial information.
  • Understanding of Department design manual, road classification system, pavement design guide, contract administration manual, consultant evaluation and selection criteria.
  • Problem solving and mediation skills.
  • Knowledge of the grant programs that are administered by the Regions – including the Alberta Municipal Water/Wastewater Partnership, Water for Life Program, and Strategic Transportation infrastructure Program.
  • Working knowledge of water and/or wastewater system design and operations.

Responsibilities

  • Coordinate administration and review of infrastructure related grant programs in alignment with provincial policies and guidelines.
  • Establish and maintain a trusting, cooperative working relationships with municipalities and other stakeholders in order to provide timely information regarding grant program guidelines, terms, and eligibility criteria along with general inquiries.
  • Coordinate with provincial staff and other Region’s grants administrators regarding program administration, project prioritization, and other topics impacting overall grant program delivery.
  • Utilize the Municipal Grants Management Application (MGMA) database, and other systems as required, to process and track grants payments, keep records of communications with municipalities / grant recipients, and track future projects for planning purposes.
  • Support Infrastructure Engineers in identifying, reviewing, and programming highway network improvements to enhance safety and mobility.
  • Assist with development of project scoping documents by reviewing assessments, evaluating options, and coordinating with internal stakeholders.
  • Provide technical review of development applications, including drawings and supporting technical documentation.
  • Support planning projects through Terms of Reference development, technical reviews, consultant selection, and project administration.
