About The Position

Under the direction of the Infrastructure and Operations Manager, the Infrastructure and Operations Engineer is responsible for assisting City employees with various infrastructure issues, overseeing the fiber optic network, and resolving end-user issues through the helpdesk ticketing system. This position does not have any supervisory responsibilities.

Requirements

  • Possession of a bachelor’s degree in computer science or a related field.
  • Three (3) to five (5) years of relevant experience required.
  • Must possess and maintain a valid State of Ohio driver’s license and must remain insurable under the City’s vehicle insurance policy.
  • Any combination of education, training, and/or experience equivalent to the minimum qualifications stated above.
  • Knowledge of computer science; computer programming; data processing techniques and procedures; city goals and objectives; database management; city policies and procedures.
  • Skill in use of modern office equipment and software; computer operation; critical thinking; judgment and decision making.
  • Ability to deal with many variables and determine specific action; prepare routine correspondence; prepare accurate documentation; communicate effectively; understand technical manuals and/or verbal instructions; demonstrate professionalism; develop and maintain effective working relationships; apply management principles to solve agency problems.

Responsibilities

  • Provide expert technical assistance to department colleagues on complex projects, troubleshooting critical systems and implementing solutions that enhance departmental efficiency.
  • Manage and ensure adherence to Criminal Justice Information Services (CJIS) security policies and regulations for all relevant city systems and data, including implementing and auditing security controls to maintain compliance.
  • Oversee the city's Supervisory Control and Data Acquisition (SCADA) systems, ensuring their operational integrity, security, and maintenance for critical municipal infrastructure and services.
  • Manage the physical infrastructure of critical city facilities, including data centers and operational hubs, ensuring the reliability and availability of essential support systems such as power, cooling, and physical security.
  • Develop, implement, and monitor comprehensive compliance programs to meet various regulatory requirements and industry standards applicable to municipal operations and information systems, including conducting regular audits and risk assessments.
  • Oversee the City of Westerville's fiber optic network, including maintenance, hardware upgrades, implementation of new equipment, and network expansion to additional municipal locations.
  • Maintain and optimize the city's virtual infrastructure, including on-premises virtual machines, cloud-based servers, and off-site systems ensuring maximum uptime and performance.
  • Resolve end-user technical issues through the helpdesk ticketing system, providing timely solutions for hardware and software problems while helping manage the ticketing platform itself.
  • Perform scheduled off-hours maintenance and emergency response for the city's network and server infrastructure to minimize disruption to municipal operations and ensure continuous service availability.
  • Develop, implement, and maintain comprehensive backup strategies and disaster recovery protocols to safeguard critical municipal data and systems.
  • Deploy and configure various hardware components and technical equipment across multiple city facilities and locations.
  • Educate and train City staff on technical systems, providing instruction on proper use of municipal technology resources and developing their technical competencies.
  • Administer the in-house mobile device management platform for city-issued Android and iOS devices, ensuring proper configuration, security, and functionality.
  • Maintain and monitor the municipal security camera infrastructure, ensuring proper functionality of surveillance systems across city properties.
  • Meet all job safety requirements and all applicable safety standards that pertain to essential functions; must demonstrate regular and predictable attendance; maintain required licenses and/or certifications.
  • Perform other duties as assigned.
