If hired for this position, you would be an employee of our partner agency, Computer Aid, Inc. working for Allegheny County DHS. Position Summary The Infrastructure Manager is a hands-on manager who leads the infrastructure team and keeps DHS cloud and on-premises environments reliable and supportable. The role oversees the infrastructure and platforms that applications and business operations depend on. The manager steps into complex troubleshooting, reviews technical work, supports high-risk changes, and helps staff grow. The position is responsible for daily service delivery, team performance, incident escalation, projects, documentation, operational readiness, and after-hours coverage. It works with the CIO and other technology teams to turn priorities into completed work.

Requirements

  • Strong hands-on knowledge of hybrid infrastructure operations across Azure, on-premises systems, and enterprise networking; OCI experience is preferred.
  • Solid knowledge of Windows Server, Linux, virtualization, storage, backup and recovery, DNS, DHCP, routing, VPNs, firewalls, and identity dependencies.
  • Working knowledge of Infrastructure-as-Code, automation, PowerShell or other scripting tools, and CI/CD for infrastructure delivery.
  • Ability to lead infrastructure incident response and service restoration, troubleshoot complex issues, and make sound decisions under time pressure.
  • Working knowledge of infrastructure security practices, including least privilege, logging, patching, and vulnerability remediation.
  • Ability to lead and develop staff with different experience levels while maintaining accountability for results.
  • Strong communication and coordination skills, including the ability to explain technical issues clearly and maintain ownership across teams.
  • Bachelor's degree in information technology, computer science, engineering, or a related field, or an equivalent combination of education and experience.
  • At least seven years of infrastructure experience, including at least three years leading technical staff or infrastructure operations.
  • Hands-on experience with Azure, enterprise networking, virtualization, backup and recovery, and infrastructure automation is required.
  • Experience supporting production hybrid environments, leading complex infrastructure changes, and participating in after-hours support or maintenance.

Nice To Haves

  • OCI experience is preferred.
  • Relevant cloud, networking, or IT service management certifications are preferred.
  • Experience in government, healthcare, human services, or another regulated environment is preferred.

Responsibilities

  • Lead and develop infrastructure staff through work assignments, feedback, cross-training, and development planning.
  • Turn priorities into a clear backlog, assign owners and timelines, and report risks and progress.
  • Manage staffing coverage, maintenance windows, after-hours support, and the infrastructure on-call rotation.
  • Stay technically engaged and serve as the escalation point for complex infrastructure, cloud, network, and production issues.
  • Configure, troubleshoot, review, and validate solutions across Azure, OCI, Windows and Linux, VMware, storage, networking, backup, and monitoring tools.
  • Lead or support high-risk changes, major incidents, service restoration, root-cause analysis, and corrective actions.
  • Ensure consistent patching, vulnerability remediation, backup and restore testing, capacity management, certificate renewal, and routine maintenance.
  • Guide infrastructure automation and Infrastructure-as-Code practices so deployments remain repeatable and supportable.
  • Oversee infrastructure projects and migrations from planning through cutover, validation, and documentation.
  • Coordinate technical work with vendors and consultants, resolve issues, and transfer knowledge and documentation to internal staff.
  • Work with the cybersecurity team to implement approved controls and address infrastructure-related findings.
  • Keep backup and disaster recovery procedures, diagrams, inventories, runbooks, standards, and support procedures current and tested.
  • Monitor service health, incident trends, operational risks, and capacity, and raise significant issues to the CIO.
  • Perform other related duties and support evolving organizational needs as assigned.
