Requirements

  • Bachelor’s degree in electrical engineering or equivalent
  • Minimum of 10 years' experience as a Commissioning Engineer with significant substation, transmission, and distribution experience
  • Valid Driver’s license and reliable vehicle

  • Knowledge acquired through training and practical experience in areas of standard and special construction requirements, control systems, protective relay systems, and equipment inspection and test methods

Responsibilities

  • Organize details and manage time to meet required objectives.
  • Participate in project planning and scheduling meetings.
  • Attend project meetings, field walkdowns, and calls.
  • Review IFA design packages for functionality and constructability.
  • Review IFC design packages and perform detailed Q/C of schematic and S&C drawings.
  • Develop a detailed installation and commissioning test plan based on outage sequence.
  • Coordinate with project team members.
  • Generate Apparatus test letters, Relay test letters, energization phase-out sequences, and High-Risk Evolution documents (when applicable).
  • Develop secondary blocking plans.
  • Attend approval meetings.
  • Develop work instructions to support panel wiring associated with critical activities.
  • Perform and meet the requirements of PECO procedure AM-PE-1052.
  • Brief the responsible CM on the overall project work sequence based on outages.
  • Review the approved secondary blocking plan prior to the start of field work.
  • Identify critical work activities with the CM and installer.
  • Direct this work as determined by the project team/plan.
  • Participate in secondary blocking activities in support of the CM and installer.
  • Monitor construction activities to ensure compliance with PECO standards and project documentation.
  • Assist with quality assurance and safety requirements.
  • Support the energization of new or modified equipment.
  • Coordinate phase-out activities with responsible testing personnel.
  • Verify completion of ready-to-start procedures before equipment energization.
  • Develop a punch list for commissioning prior to turnover.
  • Support the CM with as-built (TAWI), onsite and design as-built drawings, and vendor documents.
  • Assist the CM in resolving design, construction, and test exceptions with the LRE.
  • Review test results and coordinate any required retesting.
