About The Position

The Infrastructure Asset Coordinator role involves developing project charters and scopes of work for repair and rehabilitation projects, issuing work to internal staff and external contractors, and providing information for data collection, field direction, and inspection. This position ensures the agency's GIS Department is updated with completed repairs and/or rehabilitation, reviews and approves payment requests, and assists the engineering department with the oversight and prioritization of assigned capital projects. The role also collaborates with the agency's engineering and asset management departments, oversees outside contractors, and assists with the resiliency program. Key responsibilities include managing recurring initiative projects, planning and scheduling assignments, providing input for hiring and onboarding, reviewing employee performance, and overseeing the infrastructure and asset planning technician. The position is responsible for contractor management, project schedules, maintaining GIS and CMMS data, developing and tracking departmental KPIs, and assisting in the development of operating manuals and training materials. Additionally, the role provides system improvement recommendations, supports emergency operations, serves as a liaison for SCWARN, updates the CMOM manual, leads performance goal tracking, assists with field verification of CMOM activities, ensures adherence to the agency's asset management program, participates in asset assessments, conducts root cause analysis, investigates service requests, coordinates divisional training, and assists with budget preparation and reporting. The position also requires on-call support for emergency situations and attendance at relevant meetings and training.

Requirements

Must possess a valid state driver’s license.
Requires an associate degree in a technical field of study or a minimum of three (3) years’ experience in the industry with relatable, documented work equal to that of an associate degree.
Requires project management experience.
Requires experience and working knowledge with asset management systems to support utilities/public works/engineering applications
Requires a voluntary collection certification D license, or ability to obtain within two (2) years of employment.
Must be proficient in generating and presenting departmental reports.

Responsibilities

Develops project charters and scopes of work for repair and rehab projects.
Issues work for internal construction staff and external contractors.
Provides information for data collection, field direction and inspection of all work performed.
Ensures the agency’s GIS Department is updated accordingly to all repairs and/or rehab completed.
Reviews and approves payment requests.
Assists engineering department with the oversight and prioritization of assigned capital projects.
Collaborates with agency’s engineering department to draft infrastructure project charters, equipment acquisitions, and development of overall infrastructure masterplans related to linear assets.
Collaborates with agency’s asset management department as needed.
Oversees and ensures accountability of outside contractors who provide services for the infrastructure service department.
Assists and collaborates with the resiliency program coordinator and further develops departmental resiliency.
Manages reoccurring initiative projects that require complex contractor management.
Plans and schedules assignments based on labor availability, priority, asset criticality, asset condition, material availability, permitting, etc.
Provides input and assists with interviews, makes hiring recommendations; onboards new employees within the infrastructure asset division.
Reviews work for timeliness and accuracy, resolves work issues encountered by employees, recommends procedure changes, reviews and evaluates employee performance, counsels, recommends disciplines, and documents discipline activities and approves leave requests.
Oversees, directs and provides work assignments for the infrastructure and asset planning technician.
Provides contractor management and project schedules.
Ensures that employee activities related to maintaining and updating ReWa’s GIS and CMMS are complete and accurate.
Develops, tracks, trends and improves on departmental KPIs.
Assists in developing operating manuals, technical guidelines, standard operating procedures, training, and instruction materials.
Provides system improvement recommendations to the AM Group.
Collaboratively supports, enables, and monitors emergency operations center (EOC) during emergency incidents and events.
Serves as the liaison to SCWARN for infrastructure-related collection system emergencies.
Provides recommendations and updates to the current Capacity Management Operations and Maintenance (CMOM) manual.
Leads in providing performance and service level progress related to the established CMOM performance goals.
Assists supervisors in performing periodic field verification and inspection of CMOM activities.
Represents and ensures infrastructure services division adherence with the agency’s asset management program.
Participates in the assessment of infrastructure related linear assets according to probability of failure (PoF) and consequence of failure (CoF).
Assists infrastructure services division in conducting root cause analysis and after-action reviews related to system failures.
Assists in investigating service requests to include sanitary sewer overflows (SSOs), wet weather flows, odor, and connections issues.
Assists in coordinating divisional training requirements.
Assists in preparing annual budgets and ad-hoc reporting as required.
Serves as on-call support 24 hours a day and responds to emergency situations as necessary.
Attends meetings, training, workshops, etc., as appropriate to enhance job knowledge and skills.
Management may assign additional duties as trained for and qualified to do so related to the work of the position as necessary.
