About The Position

Analyzes and evaluates internal operations, business practices, and workers’ needs for NJ FamilyCare’s systems to recommend optimal testing plans and approaches related to revised information technology (IT) initiatives and business objectives. Recommends, implements, and monitors comprehensive testing plans for projects and approaches. Ensures effective automated and manual testing techniques for active projects as determined by project leaders.

Requirements

• Possession of an Associates or Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Computer Science, Information Technology, Database Management, or equivalent. Two (2) years of professional experience in IT data analysis and testing activities, including developing test strategies and test plans.
• Four (4) years of professional experience in IT data analysis and testing activities, including developing test strategies and test plans.
• Excellent oral and written communication skills.
• Ability to prioritize, exercise sound judgment and discretion, meet deadlines, and work effectively under pressure in a fast-paced environment with multiple stakeholders.
• Demonstrated knowledge of how to achieve superior performance in a unionized environment is required.
• Candidates must be legally authorized to work in the US, and the University will not sponsor an applicant for a work visa for this position.

Responsibilities

• Confers with department personnel and stakeholders to analyze current operational procedures, business rules, and practices.
• Analyzes information, processes, statistical, and operating reports to detect work backlogs and system problems.
• Studies existing information processing systems to evaluate their efficiency and effectiveness.
• Determines feasibility for automation, identifies problems or areas for improvements, and develops and recommends solutions.
• Identifies risks relative to business procedures/processes and IT systems/services and leads the development of risk mitigation plans.
• Provides advice and guidance to management in determining operating policy and priorities.
• Applies statistical theory, practices, and techniques, business intelligence and reporting tools, and their application to the analysis and evaluation of administrative procedures and processes.
• Applies system architecture and application design methods and implementation, including the planning, design, and logic of information processing systems.
• Follows administrative, organizational, operational, and business practices and procedures.
• Leads and/or participates in the gathering and development of business and user requirements, including Joint Application Design (JAD) sessions.
• Reviews recommended enhancements, new systems, application software, and services to improve production or workflow to meet current and projected business needs.
• Leads and/or actively contributes in the planning, development, implementation, and/or maintenance of new or enhanced systems.
• Assists in defining project scope and objectives, developing project plans and schedules, coordinating costs and resources, resolving conflicts, and monitoring/reporting progress.
• Investigates program issues, bugs, and anomalies; collaborates with development teams to resolve reported issues; and recommends solutions and initiates corrective measures.
• Coordinates requests for IT services and/or coordinates the work of others to develop, test, install, and modify applications, programs, and/or IT services.
• Participates in, and provides input to enhance, the Change Control process.
• Leads and supervises testing activities related to new or enhanced systems, including the development of test data, scripts, and test plans. Ensures all testing is conducted and documented using established standards.
• Analyzes error conditions found during testing or operations, recommends solutions, and confers with planning/technical services about deficiencies in operating system support or associated program manuals.
• Submits accurate and up-to-date documentation (manual or through an online log file) of all high-severity errors and action taken to correct them.
• Develops, promulgates, and reviews written policies, procedures, specifications, forms, checklists, flowcharts, support documentation, memoranda, and other documents.
• Prepares various standard and ad hoc reports for business units and IT, including clear, sound, accurate, and informative statistical and narrative reports containing findings, analysis, conclusions, and recommendations.
• Establishes and maintains accurate control documentation and follow-up procedures for all ongoing projects.
• Prepares various types of requests such as procurements, RFPs, and RFQs.
• May serve as System Administrator; administers and maintains system security rules and policies; tracks and evaluates program performance, databases, or production systems; and provides system support to users.
• May assist in the preparation of, and/or provide input into, the budget for IT services and related initiatives.
• Acts as a liaison between the NJ FamilyCare team and other parties, such as, but not limited to, local/state/federal government agencies, business stakeholders, vendors, and external entities.
• Establishes and maintains liaison with the appropriate agencies and outside vendors regarding the agency's information processing requirements and needs.
• Prepares training and instructional manuals/materials. Conducts and/or participates in system training sessions as required. Serves as a technical resource and provides detailed workflows for training plans and demonstrations.
• Ensures system users are adequately informed of applicable business rules, policies, regulations, and guidelines.
• Works with others to achieve goals and to develop and maintain successful, professional working relationships with team members and system users.
• Attends and actively participates in meetings as required. Performs other related duties for the Office of Information Systems as needed.
