About The Position

The Honolulu Authority for Rapid Transportation (HART) is seeking to fill two (2) Information Technology Specialist positions, at levels I, II, III, or IV, based on candidate qualifications. These roles are crucial for the planning, construction, and operation of Honolulu's rail transit system, Skyline. The specialists will perform professional IT work, including analysis, design, development, implementation, maintenance, and support of information systems, infrastructure, and services. HART is a public transit authority responsible for a transformative project shaping Honolulu's future, offering a rewarding challenge in a fast-paced, professional environment.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree, with major work in management information systems, information systems, computer information systems, information technology, construction management, construction engineering management, civil engineering, data analytics, business analytics, or a closely related field. Computer science and related quantitative or engineering disciplines are also qualifying when paired with relevant project-controls, PMIS, or data-systems experience.
  • Level I: One (1) year of professional work experience in information technology, such as systems analysis, application support, network or server administration, database administration, information security, or comparable technical support.
  • Level II: Three (3) years of progressively responsible professional IT experience, including responsibility for analysis, configuration, implementation, and support of information systems or infrastructure.
  • Level III: Four (4) years of progressively responsible professional IT experience, including at least one (1) year in systems design, project leadership, or administration of complex applications, networks, or databases.
  • Level IV: Five (5) years of progressively responsible professional IT experience, including responsibility for planning, designing, and overseeing complex information systems or infrastructure; developing or enforcing IT policies and standards; or functioning as a technical expert or lead.
  • Candidates must meet the health and physical condition standards necessary to perform the essential duties of the position, which may include extended periods of computer work, occasional lifting of equipment, and working in office and equipment room environments.

Responsibilities

  • Assisting with the configuration, maintenance, and support of hardware, software, and network resources (Level I)
  • Responding to user support requests (Level I)
  • Monitoring system performance and security for enterprise applications supporting project controls, document management, and rail operations (Level I)
  • Participating in system testing, documenting procedures, and assisting with data integrity checks (Level I)
  • Supporting the implementation of standard IT policies and procedures, and basic reports and dashboards used by the Project Controls team (Level I)
  • Analyzing user and business requirements (Level II)
  • Configuring and maintaining systems and databases (Level II)
  • Troubleshooting incidents affecting project-critical systems such as project management, contract management, and asset tracking tools (Level II)
  • Implementing the data analytics program, including developing advanced metrics, KPIs, and analytical dashboards (Level II)
  • Leading the design and implementation of advanced information systems and infrastructure, including cloud solutions and security controls (Level III)
  • Ensuring compliance with applicable standards and regulations (Level III)
  • Directing the development and enhancement of analytics and reporting solutions for project controls and financial management (Level III)
  • Designing and developing systems by analyzing and evaluating data processing requirements and operating methods at HART (Level IV)
  • Preparing reports and documentation related to system design and operations (Level IV)
  • May supervise or direct assigned staff (Level IV)
