About The Position

Under the guidance of a supervisor or higher-level acquisition analysts, this role involves reviewing, analyzing, and recommending routine IT procurement requests from multiple state entities. The primary goal is to address the requesting entity's business and/or technical needs for data processing and telecommunications solutions. This includes determining proper purchasing authority, ensuring compliance with federal and state regulations and contracts, and recommending the most cost-effective acquisition methods for hardware, software, and services. The role also involves performing needs assessments, developing solicitations, managing contracts, and staying updated on new technical offerings in the IT industry. The analyst will develop skills in technical writing, project life cycle knowledge, and effective communication of procurement and contract issues.

Requirements

  • 54 mos. exp. or trg. in various fields of data processing (e.g., application analysis & development, networking, system software).
  • Completion of associate core program in computer science/data processing; 36 mos. exp. or trg. in various fields of data processing (e.g., application analysis & development, networking, system software).
  • Equivalent of Minimum Class Qualifications For Employment noted above.
  • Knowledge of Computing technologies (e.g., web, infrastructure, networking & telecommunications).
  • Knowledge of State & federal laws, rules & regulations related to procurement.
  • Knowledge of Information technology.
  • Knowledge of Contract terms & conditions for acquisition of hardware, software, consulting & integration services.
  • Knowledge of RFP & ITB development.
  • Knowledge of Purchasing authorities.
  • Skill in Operation of personal computer and associated hardware/software (e.g., database, spreadsheet, word processing, project management).
  • Skill in Technical writing.
  • Ability to Communicate technical & non-technical information verbally & in writing.
  • Ability to Deal with many variables & determine specific action.
  • Ability to Assist in developing reports & position papers.

Responsibilities

  • Reviews, analyzes, and recommends routine IT procurement requests from multiple state entities to address the requesting state entity’s business and/or technical needs for data processing and telecommunications solutions.
  • Determines proper purchasing authority & ensures compliance with federal &/or state regulations & contracts regarding terms & conditions.
  • Determines most cost effective method for acquisition of data processing and telecommunication hardware, software and services involving multiple computing disciplines.
  • Recommends most advantageous method for making procurement (e.g. ITB, ITB by Reverse Auction, RFP, STS, etc.).
  • Identifies suppliers capable of meeting experience qualifications and specifications or solutions requirements.
  • Performs needs assessment activities which may include determining solution feasibility (e.g., identifies and defines agency’s computing and telecommunication business needs, and functional & technical requirements through observation and key personnel interviews).
  • Determines size, scope & complexity of problem.
  • Assesses agency’s level of planning and readiness.
  • Determines federal &/or state regulating authorities.
  • Determines interfaces required with internal &/or external systems.
  • Develops or assists with developing the solicitation and facilitating the procurement process.
  • Performs contract management activities and reviews for newly installed systems to determine performance level of vendor, hardware, software, services & compliance with specifications of contract.
  • Researches, evaluates & recommends procurement, contract, business and technical information in both the data processing and telecommunication areas (e.g., hardware, software, infrastructure, networking, cloud computing, web technologies, mobile technologies, security, maintenance, training and consulting services) & providing advice & recommendations for both data processing and telecommunication areas to agencies.
  • Attends seminars, lectures & vendor demonstrations to maintain awareness of new technical offerings in data processing and telecommunications industry for incorporation into acquisition considerations.
  • Reviews contracts and agreements.
  • Effectively uses the procurement and contracting tools (e.g., Microsoft Project).
  • Reviews Information Technology Plans.
  • Facilitates and leads the IT competitive procurement process.
  • Effectively communicates procurement and/or contract issues, questions and concerns in both oral and written format.
  • Develops technical writing skills and project life cycle knowledge.
  • Solicits informal telephone bids or bid adjustments.
  • Writes routine technical correspondence.
  • Maintains & updates files & records on all actions.
