About The Position

The Information Technology (IT) Manager is responsible for managing and providing operational oversight for all IT systems and services at Asian Health Services (AHS). This role ensures that technology infrastructure, systems, cybersecurity and support services are reliable, secure, and aligned with organizational and clinical needs. The IT Manager plans, develops, implements, and manages IT initiatives that support efficient operations, regulatory compliance (including HIPAA), and high-quality patient care. The position supervises IT staff, manages vendors and budgets, and collaborates across departments to enhance technology utilization and service delivery.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, or a related field (or equivalent experience)
  • Minimum of 3–5 years of IT management and supervisory experience
  • Strong knowledge of network infrastructure and systems administration
  • Deep knowledge of computer systems, networking with an understanding of the Wide Area Network (WAN) technologies: SD-WAN/SASE, OSI model, preferability to manage Dell servers, VMware hosts, HP/Fortinet switches, Cisco routers, and Cisco Unified Communication Manager (CUCM), and Fortinet Firewalls.
  • Knowledge of telephony technology, including VoIP system, call center applications, and phone flow design and system programming.
  • Microsoft Windows desktop and server environments
  • Active Directory, Microsoft 365, Microsoft Entra ID and enterprise applications
  • Barracuda security solutions, Knowbe4, Sentinel One or other similar MDR solutions, and Security Information and Event Management (SIEM) platforms.
  • IT security practices, backup, and disaster recovery and business continuity plan.
  • Strong troubleshooting and diagnostic skills for hardware, software, and networking.

Nice To Haves

  • Health care background and knowledge of health care data privacy and security, especially in nonprofit community health care organizations.
  • Experience in providing strategic IT direction.
  • Experience performing analysis and/or design for specialized and complex healthcare applications that include clinical, financial, and/or administrative functionality.
  • Experience with healthcare systems, billing, and financial applications preferred.
  • Familiarity with EHR/practice management systems and healthcare IT workflows preferred.
  • Relevant certifications (e.g., CompTIA A+, Network +, Security +, CISM, ITIL, PMP, Microsoft, Cisco, AWS or equivalent) preferred.
  • Valid California Driver’s License may be required.

Responsibilities

  • Oversee the operation, maintenance, and security of all IT systems, including end-user devices, servers, storage systems, network infrastructure, and telecommunications systems.
  • Ensure system uptime, performance, and scalability. Manage system installations, upgrades, configurations, and patching.
  • Maintain and test backup, disaster recovery, and redundancy systems.
  • Direct IT helpdesk operations to ensure high-quality, timely support for staff.
  • Establish service standards, metrics, and reporting processes. Monitor and improve customer service performance.
  • Ensure prompt response and resolution to technical issues and service requests.
  • Develop, implement, and enforce IT security policies and procedures.
  • Ensure compliance with HIPAA and other applicable regulations related to electronic data security and privacy.
  • Manage user access controls, data protection, cyber- and system security.
  • Conduct risk assessments and implement corrective actions as needed.
  • Oversee the planning and implementation of any required vulnerability audits, penetration tests and forensic IT investigations.
  • Lead IT projects, including planning, execution, monitoring, and reporting.
  • Coordinate with internal stakeholders and external vendors to deliver technology solutions.
  • Negotiate contracts and manage vendor relationships for hardware, software, and services.
  • Supervise IT staff and contractors, including helpdesk and technical teams.
  • Recruit, hire, train, enact disciplinary actions and evaluate staff performance.
  • Provide ongoing coaching, professional development, and performance management.
  • Assign and prioritize work to ensure efficient and effective team operations.
  • Ensure delivery of high-quality IT services aligned with AHS standards and compliance requirements.
  • Develop and manage the IT department budget.
  • Oversee procurement, inventory, and lifecycle management of IT assets.
  • Track and report on departmental performance and project outcomes.
  • Develop and deliver training on IT systems, applications, and best practices.
  • Create and maintain user documentation and policies.
  • Communicate system updates, outages, and changes to staff in a timely manner.
  • Creates and maintains weekly/monthly yearly reports on the work of the department through the Help Desk System.
  • Oversee implementation and maintenance of enterprise of dental practice management.
  • Collaborate with IS Department to support medical clinic EHR systems.
  • Collaborate with departments across the organization to ensure seamless system integration and workflow efficiency.
  • Support development and implementation of a comprehensive IT strategic plan aligned with AHS mission and organizational goals.
  • Contribute to efforts to identify, evaluate, and recommend emerging technologies to improve operational efficiency and care delivery.
  • Support IT performance goals and regularly evaluate service effectiveness.
  • Communicate IT priorities, issues, and innovations to leadership and staff.
  • Represent AHS IT interests in external meetings, partnerships, and conferences.
  • Fosters an environment that promotes trust and cooperation among clients and staff.
  • Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented.
  • Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days and other events.
  • Participates in general membership meetings, fundraisers and other public events, as required.
  • Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.
  • Attends AHS staff retreats and Board of Directors meetings, as required.
  • Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency.
