About The Position

The Information Technology Manager & Information Security Officer is a hybrid leadership and hands-on technical role responsible for delivering secure, reliable and compliant technology operations across multi-MassHire Career Center systems. This position serves as the primary ITS leader for Career Center programs, ensuring that infrastructure, systems, and support services enable staff to effectively deliver workforce development services to the community. The role operates in close partnership with the central ITS department while maintaining strong alignment with MassHire System Director. The position also functions as the local Information Security Officer (ISO), ensuring adherence to organizational, state, and federal data security and privacy requirements, including those related to workforce development programs.

Requirements

  • Minimum of an Associate’s Degree in Information Technology, Computer Science, or related field
  • Three to five years of progressive IT experience including, systems, infrastructure and support
  • Must be able to travel regularly between Career Center locations
  • Must be able to occasionally respond to urgent technical or security issues outside standard hours
  • Strong knowledge of IT infrastructure, networking, and cloud-based systems
  • Understanding of information security principles, risk management, and compliance frameworks
  • Ability to lead and support both strategic initiatives and hands-on technical work
  • Strong problem-solving and decision-making skills
  • Excellent communication and collaboration skills across technical and non-technical stakeholders
  • Ability to manage competing priorities in a dynamic, multi-site environment
  • Commitment to equity, accessibility, and service excellence

Nice To Haves

  • Bachelor’s degree preferred
  • Relevant certifications in Microsoft, networking, or systems administration are preferred
  • Experience supporting regulatory environments (e.g., WIOA, government-funded programs) preferred

Responsibilities

  • Oversee day-to-day IT operations across multiple Career Center sites, ensuring high availability and performance of systems and services
  • Supervise and Career Center support IT staff, including task management, coaching, and performance oversight
  • Ensure timely and effective end-user support, including ticket management, escalation, and resolution
  • Establish and maintain service standards and continuously improve the user experience across sites
  • Coordinate onsite and remote support coverage across all assigned locations
  • Manage and maintain on-premise and cloud-based technology environments, including servers, networks, storage, and endpoint systems
  • Administer Microsoft 365 environment (Exchange, Teams, SharePoint, identity and access management) in alignment with organizational standards
  • Oversee network infrastructure, including connectivity between sites and secure remote access solutions
  • Ensure effective system backup, disaster recovery, and business continuity capabilities
  • Manage telephony and communication systems supporting Career Center operations
  • Maintain standardized configurations and technology environments across all sites
  • Serve as the designated Information Security Officer (ISO) for Career Center operations
  • Ensure compliance with all applicable federal, state, and program-specific requirements (e.g., WIOA, data privacy, internal controls)
  • In coordination with ITS Director and the Systems Director develop, implement, and maintain local information security policies and procedures in alignment with central ITS
  • Monitor and respond to security risks and incidents in coordination with the central ITS security function
  • Oversee identity and access management, including user provisioning, role-based access, and MFA enforcement
  • Conduct security awareness training and promote a culture of data protection among staff
  • Support audits, risk assessments, and compliance reviews
  • Serve as the primary IT lead for Career Center systems, including workforce development platforms (e.g., MOSES)
  • Ensure system reliability, data integrity, and secure data handling practices
  • Support reporting, data exchange, and operational workflows tied to program requirements
  • Collaborate with program leadership to align technology solutions with service delivery needs
  • Manage IT vendors and service providers in coordination with ITS and procurement
  • Support budgeting, forecasting, and lifecycle planning for IT assets, systems, and services
  • Maintain accurate inventory of hardware, software, and technology assets
  • Ensure compliance with procurement policies and funding requirements
  • Lead planning for technology upgrades, replacements, and site expansions
  • Oversee assistive technology solutions to ensure compliance with ADA requirements
  • Maintain accessibility infrastructure and support staff in delivering inclusive services
  • Provide training and guidance on accessibility tools and best practices
  • Act as a key liaison between Career Center leadership and the ITS department
  • Participate in IT strategic planning, including roadmap development and service improvements
  • Support cross-functional initiatives and organizational technology projects
  • Ensure alignment between program needs and enterprise IT standards
