About The Position

The Information Technology Analyst - AI and Emerging Technologies will support the implementation and scaling of UNCDF’s artificial intelligence portfolio, building on foundational AI actions and the deployed Strategic Alignment Intelligence system. The role helps turn UNCDF’s AI commitments into a governed, institutionally embedded ecosystem of digital solutions that supports its catalytic mandate and aligns with UN and UNDP AI frameworks. The position sits within the Digital Transformation and Innovation Unit, which leads enterprise-wide digital transformation and the integration of AI and other emerging technologies into investment, programme and operational workflows. The analyst works under the overall guidance and direct supervision of the Head of the Digital Transformation and Innovation Unit and collaborates with the Executive Secretary, Regional Team Leads, UNCDF teams and relevant UNDP counterparts. The role covers operating and expanding enterprise AI agents; building shared AI architecture, data integrations and knowledge infrastructure; exploring emerging technologies relevant to development finance; contributing to AI governance and responsible deployment; and supporting partnerships, capacity building and knowledge management. The work includes technical design and deployment, iterative testing and validation, documentation, training and analysis of opportunities and risks.

  • At least two years of relevant professional experience with a master’s degree, or four years with a bachelor’s degree, in designing and managing innovation, technology or development programmes, projects or partnerships, including hands-on experience designing, developing or deploying AI systems or other emerging technologies in a development, public-sector or multilateral context.
  • Hands-on experience designing and operating multi-agent AI systems, using orchestration frameworks such as LangGraph or Google ADK, or equivalent platform-native agent builders.
  • Working knowledge of at least two enterprise AI platforms.
  • Proficiency in Python and demonstrated experience deploying AI-powered applications on modern cloud platforms, including familiarity with serverless hosting, authentication integration and AI SDK or LLM API integration.
  • Demonstrated technical knowledge of blockchain or distributed ledger technologies.
  • Demonstrated ability to translate institutional workflows, such as investment review, programme documentation or donor reporting, into structured AI agent designs.
  • Fluency in English.

Nice To Haves

  • Experience combining a technical foundation in Computer Science, Engineering or Data Science with a policy, economics or development focus.
  • Experience within the UN system, an International Financial Institution or a development finance institution, particularly on work related to LDCs, SIDS or fragile settings.
  • Experience with UN-system guidance on responsible and ethical AI, including the UN Principles for the Ethical Use of Artificial Intelligence and the Global Digital Compact.
  • Experience evaluating AI systems through controlled studies, benchmarking or structured validation protocols.
  • Experience with data analysis tools such as STATA and spatial tools such as ArcGIS.
  • Working experience with blended finance, catalytic capital and development-finance instruments, including grants, reimbursable grants, concessional loans, guarantees and first-loss tranches.
  • Working knowledge of another UN official language.

  • Design, prototype, test and deploy new agents on enterprise AI platforms and agent-development frameworks, ensuring alignment with UN AI governance policy.
  • Identify and prioritize AI use cases with Headquarters and Regional Office teams, translating needs into technical designs and delivery roadmaps.
  • Expand agents’ capabilities to support document generation, forecasting, workflow actions, analytical outputs and presentation materials.
  • Validate agent outputs against historical decisions and documented outcomes, record performance metrics, and refine agent logic and instructions.
  • Maintain version-controlled technical documentation and user guidance for deployed agents, and coordinate onboarding across Headquarters and Regional Offices.
  • Develop and maintain shared technical components connecting AI agents to institutional and external data, including reusable connectors such as Model Context Protocol servers or equivalents.
  • Develop retrieval and grounding capabilities over UNCDF document repositories, with appropriate source attribution.
  • Integrate approved external development-finance, macroeconomic and credit-risk data into agent workflows.
  • Contribute technical analysis of AI platforms, licensing, costs and user-access requirements, and work with ICT and enterprise-systems teams on interoperability, authentication and security.
  • Explore and integrate emerging technologies relevant to development finance, including distributed ledger technologies, digital public infrastructure, digital identity and eKYC, tokenization and programmable finance.
  • Design and implement feasibility assessments, technical pilots and proofs of concept for emerging technologies.
  • Translate assigned use cases into technical requirements, implementation options and draft roadmaps, and research relevant technologies such as CBDCs and interoperable payment systems.
  • Contribute to UNCDF’s internal AI governance framework, including model-selection criteria, prompt governance, data-handling protocols, human-in-the-loop requirements and escalation procedures.
  • Review proposed AI use cases and deployments against relevant UN-system guidance and UNDP/UNCDF data-protection and cybersecurity policies.
  • Support responsible-AI monitoring documentation and evaluation materials, including benchmark results, limitation disclosures and validation records.
  • Identify and document AI integration risks, escalate significant issues to the supervisor, and contribute to mitigation measures and management briefings.
