About The Position

La Crosse County is seeking an experienced cybersecurity professional to join its Information Technology Department as an Information Security Analyst. This position plays a key role in defending County systems and data through proactive threat monitoring, incident response, security engineering, risk management, and security awareness initiatives. This is a professional technical position within the Information Technology Department. The employee works under the daily operational direction of the Information Technology Supervisor and aligns with the Information Technology Manager for performance management, goal setting, and alignment with key departmental initiatives. The Information Technology Analyst contributes to the effective and efficient delivery of IT services within one of the following domains: IT Infrastructure, IT Security, or IT Software & Solutions. The primary focus of this role is the execution of technical work required to support, maintain, and enhance systems within the assigned domain. The Analyst is expected to serve as a subject matter expert for the systems and technologies they support, exercising independent judgment in technical decision‑making within established processes and standards. This position plays a critical role in ensuring operational continuity by performing advanced technical troubleshooting, implementing solutions, monitoring system health, and identifying emerging issues. Analysts escalate risks, recurring problems, and unresolved system concerns to the IT Supervisor to support effective domain operations and continuous improvement.

Requirements

  • Knowledge of IT service management processes, including request fulfillment, incident management, change management, and problem management, and the ability to apply these processes in daily technical work.
  • Solid understanding of Microsoft 365, Microsoft Entra, and related cloud services, and the ability to apply technical configurations and troubleshooting within these environments.
  • Strong organizational skills with the ability to track and oversee multiple projects, tickets and tasks.
  • Strong interpersonal skills to communicate effectively with all La Crosse County employees, vendors, and partners, and to collaborate with business units, technical peers, and the IT Supervisor to ensure clear understanding of needs and accurate communication of technical impacts.
  • Strong technical communication skills, including the ability to explain complex issues to non‑technical staff, document troubleshooting steps, and provide clear technical updates to supervisors and stakeholders.
  • Ability to review customer requests, understand requirements and desired outcomes, and deliver accurate and effective IT solutions, while performing structured technical triage, gathering diagnostic information, documenting findings, and providing precise escalation details to the IT Supervisor.
  • Work requires an understanding of how various hardware and software systems integrate, configure, and relate to one another, supported by working knowledge of related IT domains to enable cross‑functional troubleshooting, solution design, and system integration efforts.
  • Ability to prepare Project Status Reports, Estimates Reports, Cost Benefit Analysis, and Project Plans.
  • Expertise and experience are required in one of the following IT domains: IT Security, IT Infrastructure, or IT Software & Solutions.
  • Knowledge of cybersecurity operations, including threat monitoring, incident response, vulnerability management, security awareness, and risk management activities.
  • Experience working with security monitoring and response technologies such as SIEM, EDR/XDR, vulnerability scanners, email security platforms, and threat intelligence tools.
  • Understanding of cybersecurity frameworks and public-sector compliance requirements, including NIST, CIS Controls, CJIS Security Policy, and related regulatory standards.
  • Ability to assess security risks and develop practical recommendations, policies, procedures, and technical controls to improve the organization's security posture.
  • Advanced technical knowledge of enterprise servers, networking equipment, wireless administration, storage systems, and endpoint hardware, including their architecture, configuration, performance tuning, and troubleshooting.
  • Expertise in asset lifecycle management, including tracking processes, overseeing hardware standards, leading deployment strategies, and performing lifecycle forecasting and planning.
  • Strong expertise in server administration, virtualization platforms, storage systems, VoIP technologies, and Group Policy.
  • Enterprise backup/restore systems, ability to plan and execute the backup and recovery plans geared for cyber security incidents as well as physical events, and platform failures.
  • Experience supporting enterprise software platforms and applications used within the organization, including architecture, configuration, integration patterns, and advanced troubleshooting of issues affecting business operations.
  • Strong ability to interpret and refine business requirements, perform process analysis, translate needs into detailed technical specifications, and advise stakeholders on solution design and feasibility that align with business and IT strategies.
  • Experience in designing and maintaining workflows, automation, and integration among IT systems.
  • Knowledge of technology utilizing APIs, connectors, low code/no code platforms or programming languages and programing techniques.
  • Minimum of Associate Degree in Computer Science or related field with preference for bachelor’s degree.
  • Requires 3-5 years of IT experience in one or more IT domains (Security, Infrastructure, or Software & Solutions).

Nice To Haves

  • Working knowledge in additional IT domains is considered beneficial.
  • Relevant certifications (GIAC, ISC2, Cisco, Microsoft, etc.) are preferred.
  • Experience in project management, and process improvement methodologies is a plus.
  • May consider other relevant combinations of education and experience.

Responsibilities

  • Apply and adhere to established IT processes, including request fulfillment, incident management, change procedures, and release/patch workflows to ensure all work meets defined quality and compliance standards.
  • Complete work on time and within budget by applying project management methodologies to ensure expected results and outcomes.
  • Communicate clearly, often, and professionally with customers and internal teams. Learn and understand business needs, business operations and expected outcomes. Acting as technology partners and consultants for the business.
  • Look for and recommend technology improvements that use existing investments to increase efficiency or reduce costs, and work with departments to explore what is possible and innovate as new technology is introduced and implemented.
  • Collaborate with peers by sharing knowledge and technical insight related to support, projects, and problem-solving.
  • Act as a subject matter expert and system steward, understanding systems, processes, key business operations, system capabilities, dependencies, and business workflows, as well as how deployed technology supports the work and how changes may impact operations.
  • Participate in incident response efforts by performing focused technical troubleshooting, documenting findings, and providing timely updates to the IT Supervisor.
  • Contribute to healthy workflow management by ensuring timely updates to assigned tickets, identifying blockers, and escalating recurring issues or risks.
  • Create and maintain accurate technical documentation, including knowledge articles, procedures, and system configuration details, ensuring updates occur after changes, incidents, or technical improvements.
  • Identify needed tools, licenses, or equipment related to assigned systems and recommend them to the IT Supervisor for evaluation.
