About The Position

The IT Analyst Principal – Software Engineering, serves as a solution architect, leading successful implementations and addressing broader business and technical needs. The position helps identify opportunities to solve business problems through functional and technical knowledge of Microsoft Power Platform, Dynamics 365 customer engagement apps, related Microsoft cloud solutions, and third-party technologies. Responsibilities include designing and developing custom integrations to ensure effective communication between applications, whether on-premises or cloud-based. The role performs proactive and preventative work to maximize the value of the County’s investment and promote organizational maturity with timely solutions. Solid expertise across functional and technical disciplines of Microsoft Azure, Power Platform, and the programming stack is essential. The position facilitates design decisions across development, configuration, integration, infrastructure, security, licensing, availability, storage, and change management, balancing the project's business needs with functional and non-functional requirements. This class is distinguished from the Information Technology Analyst IV by responsibility for a major section, program or initiative with a high level of independence and responsibility for significant resources. Supervision Receives direction from an Information Technology Manager, the Assistant Director, or Chief Information Officer. May exercise supervision over administrative and professional staff. The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

Requirements

5+ years of relevant experience with Microsoft Power Platform services, JavaScript, JSON, TypeScript, C#, HTML, RESTful Web APIs, Visual Studio, Visual Studio Code, and Microsoft Azure is required.
In-depth knowledge of the entire Power Platform stack (PowerApps, Power BI, Power Automate, Power Virtual Agents, and Power Pages) with in-depth understanding of its capabilities, boundaries, and constraints.
Experience developing Canvas and Model Driven applications.
Experience with Dataverse and developing Power Apps applications that leverage Dataverse as the data source.
Experience in migrating Various Data sources and workflows to PowerApps and Power Automate.
Experience in Automating Business Processes with Power Automate.
Ability to create custom connectors for PowerApps and Power Automate.
In-depth knowledge of authentication, security, and application lifecycle management (ALM) practices for the Microsoft Power Platform.
Knowledge of integrating foundational enterprise Large Language Models (LLMs) like GPT into custom software architectures using Web APIs.
Skill in consuming pre-built APIs for vision (OCR, object detection), speech, translation, and language within their custom applications.
Understanding how to securely ground generative AI prompts and models using the enterprise data stored in Microsoft Dataverse.
Relational databases (design/SQL/tuning)
Web APIs (SOAP/REST)
Tooling (GIT/Azure DevOps)
An eye for clean, easy to use, UI/UX implementations.
Understanding of data privacy and information security best practices.
Experience working with Agile/Scrum methodologies.
Solid experience developing scalable solutions through all phases of software development, robust technical capabilities, team spirit, and a customer-centric mindset.
Bachelor’s degree from an accredited college or university, preferably in Information Technology or related field.
Six (6) years of information technology systems and/or application development and support experience including two (2) years of project lead or supervisory responsibility.
Applicants may be required to possess a valid California Driver’s License, Class C.
Some positions in this class will require technical certifications demonstrating expertise in specific bodies of knowledge.
