About The Position

The Department of Economic Security (DES), Division of Employment and Rehabilitation Services (DERS) is seeking an experienced and highly motivated individual to join their Information Technology (IT) Unit as an Information Technology (IT) Administrator. This role is responsible for providing executive leadership and strategic direction for division-wide technology operations, enterprise systems administration, modernization initiatives, infrastructure coordination, and operational support activities for critical workforce, rehabilitation, and unemployment insurance programs. The State of Arizona promotes a work culture of flexibility, autonomy, and trust, with many employees participating in the State’s Remote Work Program, allowing work from home, offices, or hoteling spaces, provided it is within Arizona unless an exception is authorized.

Requirements

  • Bachelor’s degree and eight (8) or more years of related experience, plus three (3) or more years of management experience, or an equivalent combination of education and experience.
  • Must have or meet the requirements to obtain prior to the first day of employment, a valid Level One Arizona fingerprint clearance card that meets DES requirements.
  • Successfully pass background and reference checks.
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Possess and retain a current, valid class-appropriate driver’s license for State business travel.

Responsibilities

  • Directs the operations of the Division of Employment and Rehabilitation Services’ Systems and Information Technology Team, establishing strategic goals and operational priorities for systems administration, automation, modernization, enterprise applications, infrastructure support, and technology governance.
  • Develops division policies, standards, and procedures for IT systems operations, information security, disaster recovery, operational continuity, and systems access management.
  • Oversees statewide systems initiatives and enterprise technology projects supporting workforce and rehabilitation programs.
  • Represents DERS in meetings with internal leadership, statewide technology partners, vendors, federal representatives, and other stakeholders regarding systems operations, modernization, and technology initiatives.
  • Directs the analysis and resolution of complex operational and systems-related issues impacting DERS technology environments and business operations.
  • Provides executive oversight for enterprise systems support activities including cloud and legacy/mainframe systems, databases, application support, infrastructure coordination, help desk operations, telecommunications, systems security, and operational continuity.
  • Serves as a senior technical advisor and mentor to managers, supervisors, analysts, and technical staff.
  • Evaluates business systems, operational processes, modernization initiatives, and project requirements to ensure technology solutions align with business needs, legislative requirements, security expectations, agency objectives, and operational priorities.
  • Leads planning and evaluation for enterprise systems modernization, systems integration, business process improvement, application lifecycle management, and operational enhancements.
  • Oversees assessment of hardware, software, infrastructure, and vendor solutions to support operational effectiveness and long-term modernization strategies.
  • Develops and monitors change management, recovery, contingency, and fallback processes to support system stability, operational resilience, and continuity of operations.
  • Investigates emerging technologies, modernization opportunities, automation solutions, and operational improvements to support DERS’ strategic objectives.
  • Provides leadership for enterprise projects involving systems modernization, infrastructure improvements, cloud technologies, legacy/mainframe environments, business transformation, and operational enhancements.
  • Leads project governance activities including planning, resource coordination, risk identification, issue resolution, feasibility analysis, budget considerations, timeline management, and stakeholder communication.
  • Collaborates with DERS Finance and Budget staff on operational planning, procurement, contract coordination, technology investments, and project funding.
  • Supports development and evaluation of Requests for Proposals (RFPs), vendor coordination, and technology procurement.
  • Monitors operational performance and project outcomes to ensure objectives are achieved and operational effectiveness improves.
  • Develops, monitors, and manages the DERS Systems and Information Technology Administration budget.
  • Oversees management of IT equipment, enterprise assets, licensing, and operational resources, ensuring proper security, maintenance, and management.
