About The Position

Red Pulley Technology Solutions is seeking an Information Systems Security Officer II to support a federal Health IT modernization initiative for the Department of Homeland Security's Immigration and Customs Enforcement (IHSC). This role provides cybersecurity oversight, risk management, and compliance support for IHSC IT systems, including leading Authority to Operate (ATO) efforts across multiple systems. This role provides cybersecurity oversight, coordination, and compliance support and does not perform system configuration, implementation, or operational control functions.

Requirements

  • Bachelor's degree in Cybersecurity, Information Assurance, Computer Science, or a related field
  • Minimum 5 years of ISSO or cybersecurity experience in federal IT, including at least 2 years supporting ATO processes in DHS, DoD, or HHS environments
  • Expert knowledge of NIST Risk Management Framework (RMF), FISMA, STIG compliance, continuous monitoring, and IAVM tracking
  • Experience with vulnerability remediation, ATO documentation, and cybersecurity governance in federal IT environments
  • Ability to coordinate with Authorizing Officials and integrate security controls into CI/CD pipelines
  • Security+ (minimum); DoD 8570/8140 IAM Level II or higher compliance required
  • U.S. Citizen or Lawful Permanent Resident
  • Legal authorization to work in the U.S.

Nice To Haves

  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT security programs
  • Experience with Authority to Operate efforts across multiple concurrent systems
  • Familiarity with healthcare regulatory environments (HIPAA) alongside federal frameworks
  • Experience integrating security controls into DevSecOps/CI-CD pipelines
  • Additional certifications: CAP, CCSP, or equivalent

Responsibilities

  • Support cybersecurity risk management activities, including system security planning and control implementation
  • Lead and support Authority to Operate (ATO) processes for 4+ systems, including documentation, coordination, and tracking
  • Support continuous monitoring, vulnerability management, and remediation tracking
  • Provide security guidance and validation support during system design and enhancement activities
  • Collaborate with system owners, Project Managers, and technical teams to address security requirements
  • Support incident response coordination and security reporting activities
  • Ensure compliance with federal standards such as NIST, FISMA, and DHS security policies
  • Maintain security documentation, risk registers, and audit artifacts
  • Advise leadership on cybersecurity risks and mitigation strategies
