About The Position

SMX is seeking a motivated, self-starter candidate with excellent communications skills to serve as an Information Operations Planner/Team Lead. This role will provide SOCPAC development, synchronization, and exploitation of operational and tactical level IO/CA/MISO plans as part of SOCPAC’s IO campaign. The position involves providing the command with estimates of the information environment and audiences in assigned regions, and developing plans for Government implementation to shape the environment to achieve COMSOCPAC objectives and support affiliated component units, governmental organizations, and partner nation forces missions. The role also assists in the development of asymmetric options in the USPACOM AOR, conducts non-lethal targeting, and plans operations that synchronize United States SOF (USSOF), USG Interagency Partners, and Partner Nations support of USPACOM CONPLANS. Additionally, the role involves developing a full range of SOF options focused on steady-state operations and the Crisis Management Framework, and providing input into USPACOM, SOCOM, and SOCPAC working groups, JPGs, and exercises. Monitoring and analyzing the Information Environment in designated countries to inform planning and detect measures of effectiveness is also a key responsibility. CONUS and OCONUS travel may be required.

Requirements

  • Clearance Required: TS/SCI
  • Bachelor’s Degree or higher in Marketing, Communications, Sociology, Political Science, Psychology, or Asia-Pacific-related field of study.
  • Demonstrable success in government contracting (DoW preferred) through prior work experience in a customer-facing role.
  • Previous experience in DoD Joint Operations.
  • Previous experience in tactical and strategic operations, preferably in a leadership role.
  • Minimum of eight (8) years of total IO/CA/MISO experience.
  • Eight (8) years of experience integrating MILDEC, MISO, CYBER, STO, JEMSO, OPSEC, and PA into operational and tactical level functions.
  • Three (3) years of experience planning, coordinating, and synchronizing asymmetric options in support of SOF operations.
  • Six (6) years of operational level staff experience.
  • Three (3) years or more military/Government civilian/Government contractor experience in USPACOM AOR.
  • Knowledge of process improvement techniques and ability to direct improvement initiatives.

  • Experience managing global projects
  • Experience with managing relationships with non-US military personnel.
  • 15+ years of management/supervision experience in information, Joint Operations, and intelligence programs.

Responsibilities

  • Provide the command with estimates of the information environment and audiences in certain regions assigned.
  • Develop plans for Government implementation to shape the environment to achieve COMSOCPAC objectives and support affiliated component units, governmental organizations, and partner nation forces missions.
  • Assist in development of asymmetric options in the USPACOM AOR in the form of Plans, CONOP, and OAA that synchronize IRC including Military Deception (MILDEC), MISO, STO, CYBER, Joint Electromagnetic Spectrum Operations (JEMSO), OPSEC, and Public Affairs (PA) into SOF OAA in target countries.
  • Conduct non-lethal targeting of Persons of Interest (POIs) and Target Audiences (TAs) in the physical, informational, and cognitive domains.
  • Assist in planning operations that synchronize United States SOF (USSOF), USG Interagency Partners, and Partner Nations support of USPACOM CONPLANS.
  • Develop a full range of SOF options focused on steady-state operations and the Crisis Management Framework in select countries and their periphery.
  • Develop plans for Government implementation that enable SOCPAC to posture to provide operational support to strategic-level USPACOM contingency planning in key niche areas.
  • Provide input into USPACOM, SOCOM, and SOCPAC working groups, JPGs, and exercises.
  • Monitor and analyze the Information Environment in designated countries to inform planning and detect measures of effectiveness.
