About The Position

This role is part of a proposal submission. All offers of employment are conditional and subject to the awarding of the contract. The company reserves the right to modify, delay, or cancel the recruitment process based on the outcome of the award. This position focuses on the modernization of NINR’s Data and Process Management via Microsoft Power Platform. The targeted start date is September 1, 2026, with a base period of 09/1/2026 – 08/31/2027, Option Year 1 from 09/1/2027 – 08/31/28, and Option Year 2 from 09/1/2028 – 12/31/2028. The maximum salary is $146,100. A Public Trust clearance level is required. This position is remote, with occasional onsite requirements for client meetings in MD at the National Institute of Nursing Research; National Institutes of Health; 31 Center Drive, Room 5B03 Bethesda, MD 20892-2178. The Information Engineer Level I is responsible for applying business process improvement practices to re-engineer methodologies/principles and business process modernization projects.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or related field
  • 4+ years of experience designing complex software and hardware systems, databases/data warehouses, federal government experience preferred
  • Progressive experience in IT infrastructure, systems administration, or project-based technical delivery.
  • Experience leading enterprise-scale Power Platform implementations.
  • Microsoft Power Platform including the configuration of: Power Apps, M365, Power Automate (Cloud & Desktop), Dataverse, Power Pages, Power Platform Pipelines DevOps
  • Working knowledgeable on Agile SDLC methodology, processes and best practices
  • Strong communication skills interacting with clients and government officials.
  • Strong demonstrated skills in developing/authoring and editing system documentation, risk management, and project management materials.
  • Expert level skills in M365/Power Platform and SharePoint.
  • Microsoft Power Platform Functional Consultant OR Cisco Certified Network Association (CCNA) OR Microsoft Certified: Fundamentals

Responsibilities

  • Conduct activity and data modeling, transaction flow analysis, internal control and risk analysis to modernize business methods and performance measurement techniques.
  • Assist in establishing standards for information systems procedures.
  • Configure, deploy, and validate hardware and software platforms, M365 and other agency platforms.
  • Develop and apply organization-wide information models for use in designing and building integrated, shared software and database management systems and data warehouses based on NINR’s Microsoft M365, Power Platform, and SharePoint tools.
  • Ensure software solutions meet operational, security, and performance standards.
  • Construct sound, logical business improvement opportunities consistent with agency Information Management guiding principles, security standards and guidance, cost savings, and open system architecture objectives.
