About The Position

This role is part of a proposal submission. All offers of employment are conditional and subject to the awarding of the contract. The company reserves the right to modify, delay, or cancel the recruitment process based on the outcome of the award. This position is for the Modernization of NINR’s Data and Process Management via Microsoft Power Platform/ National Institute of Nursing Research. The Targeted Start Date is September 1, 2026, with a Base Period from 09/1/2026 – 08/31/2027, Option Year 1 from 09/1/2027 – 08/31/28, and Option Year 2 from 09/1/2028 – 12/31/2028. The maximum salary is $120,100. The clearance level required is Public Trust. This position is remote but may have occasional onsite requirements for client meetings in MD at the National Institute of Nursing Research; National Institutes of Health; 31 Center Drive, Room 5B03 Bethesda, MD 20892-2178. The Application Engineer is responsible for overseeing the design, customization, testing, and security for maintaining software and hardware applications to match the NINR and end user requirements to ensure systems operate reliably, securely, and efficiently.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, or related field
  • 3+ years of experience designing and deploying complex Power Platform projects including M365/Power Platform or SharePoint modernization, federal government experience preferred
  • Working knowledgeable on Agile SDLC methodology, processes and best practices
  • Strong communication skills interacting with clients and government officials.
  • Strong demonstrated skills in developing/authoring and editing system documentation, risk management, and project management materials
  • Expert level skills in M365/Power Platform and SharePoint.
  • Microsoft 365 Certified Developer Associate or Power Platform Development Associate certification

Responsibilities

  • Analyze and study complex system requirements to design new systems and requirements.
  • Supervise software configuration management.
  • Design software tools and subsystems to support software reuse and domain analyses and manage their implementation.
  • Manage software development and support using formal specifications, data flow diagrams, other accepted design techniques and Computer Aided Software Engineering (CASE) tools
  • Assist the Project Manager with estimating software development costs and schedule.
  • Review existing programs and assist in making refinements, reducing operating time, and improving current techniques.
