About The Position

Serves as Manager for Work Control and Maintenance Execution at Y-12 responsible for the daily delivery of nuclear facility and machine maintenance. This role reports to the Senior Manager of Work Control and Maintenance and assists in providing leadership to a cross-functional, line management team of exempt professionals, non-exempt professionals, bargaining-unit craft, and laborers which all support the execution of the critical nuclear weapons missions at the Y-12 plant. The role has responsibility for executing the Annual Controlled Baseline and requires leading a complex maintenance organization of multi-disciplined personnel with demonstrated experience in strategic, tactical planning, and execution, customer service, and continuous improvement. Experience with plant management systems is required to include safety, security, conduct of operations, work control, nuclear criticality safety, nuclear safety analysis and other associated technical safety requirements.

Requirements

Bachelor's degree: Minimum 7 years of relevant experience.
Fifteen (15) or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate degree and 4 years nuclear experience; or a DOE O 426.2A alternative).
Experience with plant management systems is required to include safety, security, conduct of operations, work control, nuclear criticality safety, nuclear safety analysis and other associated technical safety requirements.
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status.
The ability to obtain and maintain a Department of Energy Q clearance is required.
This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
This position may be categorized as a “designated position” identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.

Responsibilities

Execute daily maintenance and business operations on nuclear processing equipment, systems and components in multiple nuclear production facilities within the nuclear criticality safety basis.
Responsible for disciplined operations ensuring compliance with all in place work control, nuclear criticality safety, and procedural compliance practices.
Monitors performance indicators, safety, incidents/statistics, and cost information.
Drives department implementation of Integrated Safety Management (ISMS) principles, Conduct of Operations requirements, Nuclear Criticality Safety, and other key plant programs.
Partners with company-union teams in problem solving, resolution of health and safety program action items, addresses union issues/grievances and safety concerns, performs management reviews, ensures employee training qualifications are maintained, applies lessons learned, and reviews and responds to NNSA evaluations/findings.
Primary internal and external stakeholder point of contact to assess customer mission objectives, organize crews and work control centers, and integrating personnel from and to other organizations to achieve appropriate skill mix for customer needs.
Primary interface to collaborate and partner with maintenance coordinators, planning leads, and customers across multiple organizations to support integrated scheduling and plan-of-the-day meetings.
Direct oversite of Execution Supervisors in execution of maintenance work, Work Control Supervisors in development of work control documents to support asset management strategies and field work in the alignment with production schedules and priorities as required by DOE 422.1 for Nuclear Facilities.
Ensuring direct reports perform meetings and, in the field, walkdowns with customers and all applicable support organizations to accurately identify scopes, analyze hazards, and prepare technically accurate work control documents.
Handles labor grievances and employee complaints and resolves personnel problems.
Provides leadership and personal interaction to promote positive work environment and encourages individual involvement.
Develop and maintain labor and non-labor annual operating budgets.
Develop strategic plans and corresponding risk analyses to drive understanding of risk and mission delivery.
