Industrial Engineering Manager 2

Northrop Grumman•Elkton, MD
•$127,100 - $190,700•Onsite

About The Position

Northrop Grumman is seeking an Industrial Engineering Manager 2 for its Elkton, Maryland facility. The manager builds, develops, and mentors a high-performing industrial engineering team supporting the Elkton production system. The role provides strategic direction for analyzing and designing operations, optimizing workflows, standards, and equipment layouts to improve efficiency and throughput and eliminate bottlenecks. The manager owns and governs methods and standards for efficient use of facilities, equipment, and personnel, partnering with Manufacturing, Quality, and Facilities to strengthen safety, reduce cost, increase throughput, and improve product quality. The position champions continuous improvement through lean methodology and design-for-manufacturing principles, and establishes consistent use of operational data and simulation tools to support visual factory metrics and data-driven decisions. It also stewards site capacity and utilization modeling for capacity-based planning and scheduling. Additional responsibilities include improving material handling and reducing work in process, supporting automation and robotics deployment, maintaining robust total productive maintenance practices for critical equipment, and leading early-stage design-for-manufacturing work with program design teams. Success requires a strong focus on accident prevention and safety, along with technical leadership, people development, operational execution, and continuous improvement in a complex production system. The role is based at Northrop Grumman’s Propulsion Systems and Controls facility in Elkton, which designs, develops, and produces solid-propellant propulsion and ordnance systems.

  • Demonstrated leadership experience.
  • Strong industrial engineering and operations background with demonstrated impact in manufacturing and production environments, including standards development, workflow analysis, line balancing, layout optimization, simulation, statistical analysis, and forecasting.
  • Track record of directing engineering or manufacturing teams, setting clear priorities, and driving actions to closure.
  • Ability to translate analytical results into practical, implemented improvements in production operations.
  • Ability to apply ingenuity and creativity to novel or high-impact manufacturing, cost, quality, and safety issues.
  • Ability to communicate technical approaches clearly, influence cross-functional teams, and prioritize high-impact improvements.
  • Strong interpersonal and communication skills, including the ability to interface effectively at all organizational levels and provide ongoing, immediate feedback while sharing information and knowledge.
  • Ability to obtain a Secret clearance; U.S. citizenship is required.
  • Must complete and submit an Employee Possessor Questionnaire to the ATF for approval as a possessor, as required under the location’s Federal Explosives License.

Nice To Haves

  • Active Secret or higher security clearance.
  • Experience working in an aerospace manufacturing environment.

Responsibilities

  • Build, develop, and mentor the industrial engineering team; set group priorities, goals, and performance expectations.
  • Direct analysis and design of operations, including workflow and standards development, value stream mapping, line balancing, crew cycling, manufacturing execution and recovery planning, capacity and utilization analysis, and equipment layout optimization; review and approve major recommendations.
  • Own and govern methods and standards that maximize use of production facilities, equipment, and personnel, including manpower planning, skill matrices, recovery scheduling, TPM, and L2L concepts.
  • Sponsor studies in cost control and reduction, inventory control, quality improvement, and production record systems, and ensure findings result in practical solutions with measurable impact.
  • Champion continuous improvement using lean tools, including value stream mapping, Kaizen/AIW, 5S/POU, standard work, TPM, and root cause and corrective action/defect analysis; drive design-for-manufacturing improvements aligned with safety, schedule, cost, and quality objectives.
  • Standardize use of CORE, Tableau, MES data, and simulation tools such as FlexSim to develop shop metrics, support data-driven decisions and manpower forecasting, and create improvement roadmaps; steward site capacity and utilization modeling.
  • Direct development and implementation of operating-method and facility changes, integrating accident-prevention and safety improvements into industrial engineering activities.
  • Lead cross-functional workshops and training to establish and sustain standardized practices across manufacturing, facilities, safety, quality, and supply chain.
  • Guide the vision for manufacturing systems architectures and sponsor system and workflow improvements that enable data-driven decisions and improve shop-systems maturity.
  • Oversee realistic scheduling, capacity-based site planning, and capital planning, including data mining, ROI and risk justification, business-case development, earned-value management, ETC/EAC development, and refined proposal BOEs based on throughput, capacity, and capability analyses.
  • Oversee optimization of delivery routes, packaging, and point-of-use logistics using lean solutions, and develop min/max inventory logic to support efficient, continuous material flow.
