About The Position

Performs professional work to implement, maintain, and troubleshoot industrial control systems supporting multi-utility operations (water, wastewater, reclaimed water, purified water, and district energy), including PLCs, SCADA, HMI, and industrial communications networks. Applies established standards and procedures to configure, test, and support system components, resolve operational issues, and assist with system integrations across field devices, control platforms, and communication infrastructure. Supports system upgrades, maintains accurate documentation, and assists with the administration and maintenance of control system infrastructure, including servers, workstations, network switches, and patching activities. Works closely with operations and maintenance staff to diagnose issues and maintain reliable, secure, and consistent system performance.

Requirements

  • Bachelor's degree in Engineering, Engineering Technology, or a related field and two (2) years of applicable professional experience in a large, centralized industrial control systems environment.
  • OR Six (6) year combination of education, training, and progressively responsible experience in industrial control systems, including PLCs, SCADA/HMI systems, and industrial communication networks.
  • A valid driver's license is required and must be maintained during employment in this classification.

Responsibilities

  • Interpret controls narratives to develop and modify PLC logic for process control applications using ladder logic and function block programming.
  • Commission, test, and troubleshoot field control panels, PLCs, and remote I/O devices in active plant environments.
  • Build and maintain HMI screens for SCADA systems such as Siemens WinCC, GE iFix, or any other applicable platform, based on process requirements.
  • Assist other crafts in installing and configuring analog and digital instrumentation (e.g., flow meters, level sensors, pressure transmitters).
  • Assist other crafts to perform loop checks, sensor calibrations, and system validation in collaboration with field staff.
  • Support wireless (licensed, unlicensed, cellular, and microwave) telemetry systems for remote site monitoring and control.
  • Diagnose and correct network communication issues between field devices, PLCs, and SCADA systems.
  • Maintain control system servers and associated infrastructure, including monitoring performance, storage capacity, and backup integrity to ensure system availability.
  • Assist in configuring Layer 2 switches and managing static IP assignments for OT equipment.
  • Respond to process control alarms and perform real-time troubleshooting alongside operations teams.
  • Document and revise control system logic, field wiring changes, and configuration settings.
  • Provide support for SCADA database maintenance, including tag management and alarm configuration.
  • Coordinate with contractors and integrators during plant upgrades and new control system installations.
  • Perform preventive maintenance and firmware updates on field PLC hardware and radio modems.
  • Support operational resilience through periodic failover testing and routine system checks.
  • Establish, modify, and remove control system user access in accordance with cybersecurity standards, operational requirements, and access control procedures.
  • Maintain an accurate inventory of control system hardware and associated assets to support maintenance, lifecycle planning, and system reliability.
  • Generate standardized reports from SCADA and historian databases to support operational visibility, compliance tracking, and enterprise information needs.
  • Review control system project documentation, drawings, and vendor submittals for technical accuracy, completeness, and alignment with established standards.
  • Provide technical cross-training to peers and other crafts to improve system understanding, troubleshooting capability, and safe work practices.
  • Performs other job-related work as assigned.
