About The Position

This role involves assisting in, planning, and leading inspections, data collection, and analysis to protect the NEORSD’s wastewater treatment system. The position ensures compliance with its Industrial Pretreatment Program and Mercury Program, and conducts business program inspections for billing purposes. The specialist will also serve as a technical resource on compliance with the Sewer District Code of Regulations.

• Exposure to environmental conditions such as respiratory hazards, extreme cold/heat (non-weather related), outdoor work, wet/humid conditions, work around large machinery, work at heights and work inside confined spaces.
• Bachelor’s degree preferably in Chemistry, Biology, Environmental/Chemical Engineering, Environmental Studies or a closely related field.
• Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
• No prior experience required (for Industrial Compliance Specialist I).
• Minimum of five (5) years of experience in industrial pollution control and/or environmental monitoring (for Industrial Compliance Specialist II).
• Minimum seven (7) years of experience in industrial pollution control and/or environmental monitoring (for Industrial Compliance Specialist III).

Responsibilities

• Inspects industrial and commercial businesses to ensure compliance with Federal, State, and local discharge regulations.
• Evaluates industrial users’ production, operation and maintenance practices related to waste discharged to the sewer system.
• Reviews regulations as they apply to industrial users and proposes permit requirements.
• Installs various types of sampling and monitoring equipment such as automatic samplers, flow monitoring devices, and pH data loggers.
• Collects and preserves samples of discharges for chemical, physical, and bacteriological parameters.
• Evaluates analytical data, industrial user’s self-monitoring reports, and permits to assess compliance with regulations and local limits.
• Assists in the development of local industrial user discharge limitations.
• Enforces Industrial Pretreatment Program rules and standards, identifies violations, and takes appropriate enforcement action.
• Conducts inspections for surcharge, Sewer Service Charge Based on Usage of the System (SSCBOUTS), direct bill, Non-Discharge Status (NDS) determinations, water leaks, and issuing/monitoring Temporary Discharge Permits.
• Reviews special billing reports for accuracy and works with customers and Sewer District staff to resolve billing issues.
• Inspects dental facilities, hospitals, and industrial facilities to assess their contribution of mercury to the wastewater treatment system.
• Prepares clear and concise facility inspection reports, communicating investigation results verbally and through written reports and presentations.
• Responds to and investigates environmental emergencies with potential impacts to Sewer District assets and/or employees.
• Participates in the District Drone Program conducting cinematography, photography, modeling, asset inspection, environmental monitoring or aiding external agencies.
• Maintains good public relations by dealing with complaints, being polite to customers and answering inquiries about Sewer District activities.
• Assists with decision making based on available information and circumstances in the field.
• Keeps abreast of regulations and new developments in the field.
• Plans and executes inspections, data collection and analysis and related work in support of the Sewer District’s Business Programs for Industrial Customers.
• Serves as a technical resource to industrial users, customers, external agencies and other Sewer District staff on compliance with Title I and Title II of the Sewer District Code of Regulations.
• Determines sampling methods and equipment necessary to complete work/project.
• Plans for and collects samples of discharges for chemical, physical and bacteriological parameters, and prepares sampling paperwork.
• Analyzes and interprets data to assess compliance with regulations and local limits.
• Plans the development of and justification of local industrial user discharge limitations.
• Recommends enforcement actions and issues letters of compliance and notices of violation.
• Organizes compliance meetings with facilities in non-compliance.
• Plans and arranges for equipment, supplies, and resources to be available for assignments.
• Evaluates and tests new equipment for use in the field.
• Recommends new equipment for purchase.
• Reviews and evaluates special billing reports for accuracy and compliance with District programs.
• Proactively works with customers and Sewer District staff to resolve billing issues.
• Makes recommendations for customer reimbursement.
• Testifies at customer hearings.
• Plans and executes inspections, source identification and tracking, and other activities in support of the District’s Mercury Program.
• Plans and executes NPDES permit required mercury sampling.
• Drafts Ohio EPA required reports.
• Trains and mentors Industrial Compliance Inspector I roles.
• Maintains very good public relations by dealing with complaints, being polite and respectful to customers.
• Makes informed decisions based on available information and circumstances in the field.
• Monitors pending industrial pretreatment rules and regulations and develops/drafts comments on behalf of the Sewer District.
• Leads the implementation of the Sewer District’s Business Programs for industrial customers.
• Leads the inspection and sampling of industrial and commercial businesses.
• Responsible for the technical evaluation and analysis of industrial users’ production, operation and maintenance practices related to waste discharged to the sewer system.
• Advises industrial users on regulatory requirements.
• Leads the review and interpretation of regulations as they apply to industrial users and determines permit requirements.
• Reviews and approves issuance of Temporary Discharge Permits.

• Leads implementation of the Sewer District’s Mercury Program to ensure compliance with NPDES permit requirements and best management practices.
• Oversees NPDES permit required mercury sampling.

• Trains and mentors the Industrial Compliance Specialist I and II roles.
• Verifies the accuracy of their work.

• Responsible for the technical evaluation and analysis of current and emerging industrial pretreatment rules and regulations.
• Leads the development of the Sewer District’s position on such matters.
