Rocky Mountain Youth Corps (RMYC), located in New Mexico, is a nonprofit youth development organization serving New Mexico’s youth and young adults. The Individual Placement (IP) Program Manager leads the growth and day-to-day management of Rocky Mountain Youth Corps’ Individual Placement Program, serving as its forward-facing ambassador and primary representative to partners across New Mexico. The manager develops and maintains local, state, and federal partnerships; secures placement opportunities; and oversees a program portfolio of approximately $2 million. This individual will supervise multiple Individual Placement Coordinators and provide indirect oversight of Individual Placements. The manager also guides the systems-based implementation of orientation, training, risk management, reporting, and annual evaluation, while strengthening the systems that support high quality programming and compliance with grant and funding requirements.

Requirements

Familiarity with local, state, and federal public land managing agencies, partner organizations, and strong understanding of how partnerships are established.
Knowledge of budgeting systems, development of bids, quotes, and budgets, and the ability to engage in effective fiscal oversight.
Understanding of non-profit operations and leadership and demonstrated experience leading and developing successful programming.
Familiarity with all or most of the following: chainsaw use, crosscut saw use, trail construction & maintenance, forestry, landscaping, fencing, and hand tool use & maintenance.
Minimum of 3 years’ experience in a Youth/Conservation Corps or related Field.
Demonstrated record of establishing local, state, and federal partnerships.
Experience working with young people, preferably in an outdoor and/or experiential setting.
Knowledge and demonstrated experience in the development of partnerships at the local, state, and federal level.
Knowledge of the local area and region, local community organizations, educational and training systems, public agencies and private industry. Understanding of the conservation and land/water management landscape in the Southwest as well as the larger world of opportunities for the growth of the Individual Placement Program.
Ability to balance programming, financial management, and outreach.

College or vocational or technical training in education, youth development or a related field required. Four-year college preferred; relevant work experience may be substituted for all or part of the education requirement.

RMYC staff are expected to participate in regular volunteer service activities, about 4 days per year.

Nice To Haves

Degree in a related field (land science, non-profit management, or environmental science) or similar experience that demonstrates a grasp of the larger field that RMYC exists within.
Bilingual: Spanish/English speaking preferred.
Demonstrated experience in youth conservation corps or similar work.
Three years of management and supervisory experience.
Certification as a Wilderness First Responder (WFR) is preferred. If not certified, WFR certification should be obtained within 6 months of hire.

Responsibilities

Oversee the effective recruiting and personnel management for Individual Placements working on a wide range of projects throughout New Mexico. This includes the oversight of the hiring, training, supervision, and performance management of Individual Placements as well as the direct management of at least two Individual Placement Coordinators working in both RMYC offices.
Ensure compliance with programmatic and organizational policies, provide clear direction on scope of work and personal expectations and manage performance and disciplinary actions in alignment with RMYC values.
Foster a supportive and inclusive work environment that promotes professional development and team cohesion across all levels of program staff.
Work independently and provide support to the Executive Director, Conservation Program Director, and Development Director in the active participation in the expansion of existing partnerships and the development of new partnerships to foster and support the IP Program through grants, agreements, foundations, donor solicitation, and more.
Collaborate with Conservation Program staff to identify technical and non-technical capacity needs to fulfill all training and orientation needs for the Individual Placement Program. Likewise, work with Conservation staff to provide support with crew program orientation and training when needed and capacity is available.
Identify and seek out additional program opportunities unique to the Individual Placement environment as well as community collaboration efforts and community partnerships.
Working with organizational leadership and IP Coordinators, solicit, plan, and coordinate partnerships, initiatives, and projects, ensuring appropriate alignment with capacity, timelines, and organizational priorities.
Serve as the primary point of contact for project partners and funders, maintaining strong relationships and consistent communication.
Establish and maintain an annual project calendar for all program needs, ensuring meaningful projects are fulfilling IP and partnership needs and making adjustments as needed to respond to partner and project needs.
Evaluate and monitor programs and projects to ensure programmatic goals, safety and performance standards are being met.
Timely and accurate project reporting for funders, partners, and internal use.
Build and manage budgets for projects and staff needs, ensure responsible fiscal controls for the current and future expenditure of project funds.
Participate as lead or support for the solicitation, negotiation, and management of grants, agreements, and donations with federal, state and local agencies and foundations.
Provide general risk management oversight for the Individual Placement Program and delegate specific risk management tasks to qualified staff.
Collaborate with respective office staff for supporting the On Call system for active spike crews and in-field IP’s (if needed).
Development of safety systems and support the program staff with the implementation of said safety systems.
Ensure Individual Placements and Individual Placement Program staff are adequately trained to safely and effectively engage in their assigned tasks and project work. This includes the oversight of development and implementation of in-field training as well as classroom or remote aspects of training and orientation.
Collaborate with the Conservation Program Director and, when appropriate, Conservation Program Managers to create organizational safety protocols and provide ongoing risk management.
Responsible for ensuring program wide risk management competencies and position qualifications are established and in place.
Collaborate with project partners and host site supervisors to ensure all programmatic, Risk Management, and safety expectations are being facilitated on a daily basis for all Individual Placements.
Ensure that existing program systems and standards provide the facilitation of the program at the highest level of quality possible. Regularly audit existing systems and modify, improve, or create systems to address any concerns, holes, or deficiencies to better support staff and Individual Placements.
Responsible for the implementation and quality of data collection systems and actively participate in design, maintenance and improvement of data collection.
Provide direct oversight and direction for the development of systems to manage vehicles, tools, spike gear, PPE, training funds, timecard verification, etc.
Maintain a strong presence and voice in organizational activities such as staff meetings, annual retreats and service days as well as leadership and management level meetings. Assist in the ongoing mapping and steering of the future of the organization through the lens of the Individual Placement Program.
Conduct regular meetings for relevant staff and individual one-on-one meetings with direct reports.
Participate in and support the Conservation Program Director with Conservation Program wide meetings.
Complete paperwork with accuracy and efficiency.
Attend conferences and training to maximize professional development and opportunities for programming and partnership.
