About The Position

ProSidian is seeking an Independent Engineering Program Manager for Program Support on an Exempt 1099 Contract basis. This role is primarily remote within the USA, with expected on-site meetings in Washington, DC. The position supports the U.S. Department of Energy's Loan Programs Office (LPO), which provides debt financing for large-scale energy infrastructure projects. The Independent Engineering Program Manager is aligned with the GSA Labor Category: Program Manager and requires relevant Energy Industry experience (Oil, Gas/Power, Utilities). The role focuses on Risk Management solutions and involves managing task orders, staffing, delivery controls, reporting, and client coordination. The Independent Engineering Program Manager delivers technically defensible Independent Engineering advisory services by converting engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs. This includes comprehensive program leadership, technical due diligence, credit evaluation, and lifecycle monitoring support through integrated governance, strategic planning, stakeholder engagement, quality assurance, staffing coordination, and multidisciplinary project execution. Services encompass construction monitoring, EPC oversight, Conditions Precedent validation, disbursement and completion certification, operations monitoring, long-term debt-service viability assessment, and independent engineering assurance and reporting.

Requirements

  • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field.
  • 15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience.
  • 5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs.
  • Proficiency with business tools and technology, including Microsoft Office (advanced with Excel, Access, Outlook, PowerPoint, and Word).
  • Proficient with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other tools as needed.
  • Understanding and proficiency with business tools and technology, including Microsoft Office.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on program management of IE advisory workstreams, task orders, quality, and stakeholder interface.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including task order plans, meeting cadence, deliverable registers, performance reporting, and issue escalation.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • Manages day-to-day engagement delivery, COR interface, scope control, status reporting, staffing, and issue resolution.
  • May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
