About The Position

ProSidian is seeking an Independent Engineering Director for Independent Engineering (IE) Advisory Services / Program Governance. This is an Exempt 1099 Contract role with no overtime pay, primarily remote within the USA, but with expected on-site meetings in Washington, DC. The role supports the U.S. Department of Energy's Loan Programs Office (LPO), which provides debt financing for large-scale energy infrastructure projects. The Independent Engineering Director will serve as the overall IE technical authority and the primary DOE/LPO-facing lead, delivering technically defensible Independent Engineering advisory services. This involves converting engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs. The role is part of a team providing Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services, focusing on Independent Engineering Advisory Services / Program Governance / Technical aspects for the Energy Dominance Financing (EDF) Program.

Requirements

  • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field.
  • 15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience.
  • 5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs.
  • Primarily focused on Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives and aligned with Program Support activities Independent Engineering (IE) Advisory Services / Program Governance Functional Area Activities.
  • Skills: Independent engineering review; U.S. Department of Energy (DOE) Loan Programs Office (LPO) - Style documentation discipline; technical due diligence; risk assessment; executive oversight of independent engineering services, multidisciplinary integration, and DOE stakeholder engagement; data room review; information request tracking; report writing; Excel-based analysis; stakeholder coordination; and clear presentation of findings for credit, construction, monitoring, and certification decisions.
  • Competencies: Technical judgment; independence and objectivity; analytical rigor; attention to detail; defensible documentation; client service orientation; cross-functional collaboration; issue escalation; quality mindset; schedule discipline; and ability to translate technical evidence into actionable risk, compliance, and financing implications.
  • Proficiency with business tools and technology, including Microsoft Office (advanced with Excel, Access, Outlook, PowerPoint, and Word; proficient with Adobe Acrobat, data analytics tools, and Visio).
  • Ability to establish, manage, pursue, and achieve annual goals and objectives with Documented Goals for each of the firm's Eight ProSidian Global Competencies.
  • Support all business development and other efforts on behalf of ProSidian.
  • Security clearance is necessary for engagement teams managing sensitive work in the Federal Marketplace.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Provides executive oversight of independent engineering services, multidisciplinary integration, and DOE stakeholder engagement.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, and validates assumptions.
  • Supports conditions precedent and disbursement readiness reviews where applicable.
  • Prepares defensible work products including IE governance, executive reviews, quality control, staffing strategy, and independent opinions.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • Directs independent engineering advisory approach.
  • Coordinates technical workstreams.
  • Ensures COR priorities are addressed.
  • May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
