Requirements

  • Considerable knowledge of public assistance policies and eligibility requirements Food and Nutrition Services, Medicaid and/or Work First Cash Assistance.
  • Considerable knowledge of needs and problems of disadvantaged persons.
  • Ability to instruct, direct, and supervise employees performing the eligibility duties, and maintain satisfactory working relationships with applicants, and others contacted within the course of work.
  • Ability to represent the eligibility program in departmental meetings and community conferences.
  • Ability to communicate effectively orally and in written form.
  • Considerable knowledge of use of income maintenance manuals.
  • General knowledge of all income maintenance programs.
  • Good mathematical reasoning and computational skills.
  • General knowledge of all agency programs and services which could affect the client/applicant.
  • Ability to instruct, organize, direct, and supervise lower‑level employees performing eligibility duties.
  • Ability to maintain a satisfactory working relationship with applicants, and others contacted within the course of performing work.
  • Ability to communicate effectively with applicants and community agencies to obtain pertinent data and to interpret rules and regulations.
  • Ability to represent the income maintenance staff in departmental meetings and community conferences.
  • Ability to present information orally and in written form.
  • Ability to read, analyze, and interpret a variety of rules, regulations, and procedures of varying complexity.
  • Four year degree and 3 years eligibility work or administrative experience in Social Services OR graduation from high school and six years of experience determining eligibility in a Social Services program, including at least one year in a supervisory capacity.

Responsibilities

  • Responsible for the day-to-day supervision of teams that take applications, complete redeterminations and/or changes to Adult or Family Medicaid programs.
  • Assigns work to eligibility specialists and reviews eligibility forms to assure that all pertinent information is gathered and recorded.
  • Coordinates the flow of eligibility work both within the unit and other departments.
  • Coordinates staff development functions for employees of the unit; trains and orients new employees.
  • Plans and reorganizes the functions of the eligibility program.
  • Confers and consults with departmental staff concerning methods and procedures for implementing eligibility services.
  • Screen, interviews, and recommends selection of prospective employees.
  • Performs other duties relative to work described.
