About The Position

The INCOM (Industrial/Commercial/Multifamily) Valuation Manager oversees and directs the work of senior and staff appraisers, ensuring accurate property valuations for ad valorem tax purposes. Responsibilities include performing the most complex appraisals and appeals, planning, prioritizing, assigning, managing, and reviewing appraisal work, while adhering to Oregon Department of Revenue guidelines. This role also addresses assessment-related issues, works closely with Senior Management to recommend and implement objectives, establishes appraisal schedules and methods, and enforces policies and procedures. Additionally, the position requires performing various technical appraisal project management tasks within the assigned area. This position will be a part of the Division of Assessment, Taxation and Recording (DART), within the Department of County Management (DCM). DART strives to ensure the stability and quality of life for our community by providing local government with the revenues necessary to fund essential services. Requirements

  • Bachelor’s degree (Equivalent experience may substitute for a degree)
  • 4 years of experience as an Appraiser 2, or at least 2 years as a Sr. Appraiser
  • Possession of, or ability to obtain, an appropriate State valid driver's license, valid car insurance and access to a vehicle in order to commute and/or conduct site visits
  • Possession of a valid Oregon State Appraiser Registration (bi-annual re-certification required)
  • Ability to pass a criminal background check

Responsibilities

  • Directs, reviews and approves appraisal work, coordinates staff training, and advises on complex appraisal issues.
  • Develops and implements appraisal program strategic planning objectives; collaborates on budgets.
  • Manages all aspects of project management for new and existing appraisal projects.
  • Collaborates with appraisal leadership to design processes, procedures, and expectations.
  • Consults with the Department of Revenue regarding appraisal/assessment issues and applicable regulations.
  • Provides consistent, supportive leadership to an appeals team navigating high-volume caseloads and strict statutory deadlines; cultivates an inclusive, equitable work environment that actively supports staff well-being, workload balance, and professional composure under pressure.
  • Collaborates with other DART leaders to provide appraisal support during tax season.
  • Works with HR and the union to resolve staff issues.
  • Manages, trains, and evaluates Senior Appraisers and other assigned staff.
  • Approves appraisal staff reports and completes Workday tasks.
  • Responsible for learning and following procurement procedures
  • Responsible for ensuring compliance with county and state safety standards
  • Recruits, trains, counsels, mentors, and disciplines staff.
  • Initiates and approves assessment roll changes.
  • Provides expert level appraisal guidance to staff interpreting government documents and the appeals process.
  • Assigns, reviews, and supervises appraisal/assessment reports.
  • Represents the Assessor's office in property value appeals and negotiations.
  • Prepares appraisals for and testifies at hearings as a technical subject matter expert and in dealings with property owners.
  • Consults with Chief Appraiser and County Counsel.
  • Works with other groups to establish appraisal quality control standards and ensures proper data analysis.
