About The Position

Plan, execute and continually review incident and emergency management operations. Lead and direct Area and Regional Incident Management Committees. Coordinate and cooperate with emergency service and incident management organizations at local, regional, state and multi state levels. Prepare incident and emergency response plans and conduct necessary training. Responsible for traffic management planning for emergency operations and special events. Provide analysis and support to assigned operational program area.

Knowledge of federal and state regulations and procedures related to incident management
Knowledge of public safety operations, emergency response and coordination relating to highway incidents.
Skill in the use of computers and software applications.
Ability to communicate effectively orally in writing.
Experience reflecting knowledge of public safety operations, emergency response and coordination relating to highway incidents.
Experience reflecting the ability to apply National Incident Management principles and practices to a variety of events.

Valid driver's license.

Nice To Haves

A combination of training, experience, or education in Incident Management, Emergency Management, Transportation Management or related field desired.
Experience and training in safety and work zone management.
Experience in incident, emergency and special event operations.
Experience in leading 24 hour emergency operations.
Experience in real time emergency operations, incident management, traffic management and public safety agency coordination and communications.
Knowledge and experience in transportation operations.
Knowledge of federal and state regulations and procedures related to incident management.
Training in transportation incident and special events.

Responsibilities

Research incident history and develop response timelines.
Identify areas for possible improvement and work with various parties to plan and implement change.
Conduct or assist in the debriefing meetings following major incidents for the purpose of continual improvement and communication among the varied participating agencies.
Prepare After Action Reports as needed.
Document after action activities and recommendations.
Review all incident management operations associated with the Regions TOC to include safety service patrol, room operations, traffic signal systems coordination and freeway traffic management devices.
Develop methods of measuring performance.
Conduct trends analysis and evaluate needs.
Assure statewide and regional performance measures and standards are consistently met or exceeded.
Assume leadership role as requested by VDOT On-Scene Commander or VDOT Duty Officer to implement response plans, mobilize incident teams, coordinate state and local policy, fire, rescue and public information officers.
Serve as VDOT On-Scene Commander for high profile emergencies.
Assist Duty Officers as needed to include coaching on incident management practices, providing contact information, gathering information, interagency coordination etc.
Represent VDOT and or the TOC at pre-planned or special events to include any sporting events, festivals etc., to include serving as VDOT’s on scene commander at these events when needed.
Coordinate with DMV the movement of oversized loads through the region to include escorting the oversized load when necessary.
Propose, refine and evaluate new techniques and implement procedures to reduce response time and expedite site clearance.
Establish incident management and emergency response goals.
Lead the development response plans for roadways throughout the region as applicable.
Work closely with regional transportation, law enforcement, and emergency response agencies to develop evacuation plans.
Report to incident scenes to review aspects of the incident and, or accident scene, or assist as needed.
Coordinate with local, regional, and statewide agencies to enhance incident response, management and communications.
Work closely with VDOT Central Office Incident Management team regarding training and other incident management activities.
Lead and, or participate in training opportunities for local, regional, and statewide incident management activities and initiatives and team participation.
Coordinate closely with and assists the TOC Operations Manager in overseeing the 24, 7 TOC operations during emergency situations.
Represent the region incident management program at various conferences, meetings and workshops.
Work with panels, committees and groups on local, regional and statewide issues pertaining to incident management, emergency management, congestion management and other ITS initiatives.
Prepare and submit reports for incident management activities.
