About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Under direction of the Manager, this role manages and facilitates the design, analysis, review, administration, implementation and maintenance of effective corporate and hazard specific emergency preparedness, response, and recovery programs.

Requirements

  • Completion of a diploma in emergency management, or similar, – or a combination of education, training and experience deemed equivalent
  • Demonstrated years of experience creating, organizing, and delivering effective technical emergency management preparedness and response programs. Additional progressive experience in Incident Management response response on-site or within and Emergency Operations Centre is required.
  • Incident Management Systems (IMS) / Incident Command Systems (ICS) 300.
  • A valid Ontario Class "G" driver's license is required.
  • Knowledge of operations of a comprehensive emergency preparedness management program, preferably within a transit environment.
  • MS Office (Outlook, Word, Excel, Share point, PowerPoint).
  • Effective writing/presentation skills to prepare and update the Corporate Emergency Response Plans, hazard specific response plans, job aids, website content, presentations and manuals.
  • May be required to work evenings and/or weekends on a call-in during emergencies.
  • Works outdoors at locations throughout the Metrolinx network, in all types of weather conditions and at all times of the day or night.
  • Exposure to properly controlled hazards (e.g. train movements, vehicle movements, designated substances, fumes, and flammable / combustible agents); required to wear / use personal protective equipment (e.g. hard hats, hearing protection, protective eyewear, protective clothing, fall protection, respirators, and protective footwear).

Nice To Haves

  • Experience in responding to public transportation incident and events is an asset.
  • Individuals with Community Emergency Management Coordinator Certification is an asset.
  • Having certification from the province of Ontario to instruct IMS 200 and 300 is an asset.

Responsibilities

  • Prepares, updates and maintains the Corporate and Hazard Specific Emergency Plan(s) and procedures, as required by Transport Canada, and to ensure organizational readiness, while keeping in line with industry best practice and ensuring compliance with established policies and procedures.
  • Develops and facilitates safety/security, incident and emergency response education and training programs; evaluates training needs; develops materials and conducts corporate emergency management and incident command training for contractors and employees.
  • Develops, directs and evaluates site level, Emergency Operations Centre and Leadership, drill and exercises, in coordination with municipal emergency response services, and provincial, and transportation partners.
  • Leads business units in the development emergency preparedness, response and recovery procedures for divisional and business unit implementations
  • Completes Hazard Identification Risk Assessments in coordination with Metrolinx Divisions; and as required external partners, municipalities and ministries.
  • Develops emergency preparedness information and content for the website and other internal and external publications.
  • Develops, directs and coordinates critical incident and emergency response exercises involving internal and external stakeholders to test and evaluate hazard specific response plans, Corporate Security Plan, and Corporate Emergency Response Plans and associated policies in coordination with municipal emergency response services, and provincial, and transportation partners.
  • Facilitates structured post exercise / incident response debrief meetings, to illicit and identify corrective actions, and corrective action owners, to develop Post Incident Review reports.
  • Monitors corrective action implementation, and reviews evidence of completion, under the Manager of Emergency Management.
  • Develops and delivers public education campaigns (public outreach, special events, etc), emergency response exercises, plans, and programs.
  • Supports emergency response liaison and programs with external agencies in relation to emergency management to ensure response alignment.
  • Leads, facilitates, and participates in Hazard Identification Risk Assessments and process level risk assessments.
  • Liaises with management staff, and provides evaluation, to ensure compliance with emergency management policies and procedures
  • Maintains training environment and monitors inventory to ensure equipment and materials are in stock
  • Develops, implements, and maintains training manuals to ensure they accurately reflect the operational requirements of the Division
  • Maintains emergency management manuals, job aids, and procedures for on-site and emergency operations center response functions.
  • Liaises and provides emergency management subject matter expertise to front line and corporate staff, , business unit training teams, supervisory staff, leadership and first responder services to ensure response plan alignment.
  • Provides project management leadership to internal and external partners for emergency management projects, response, exercise, and training development and implementation within a transit environment.
