About The Position

Join a mission that moves the needle for students across the Pikes Peak region. The Pikes Peak Workforce Center is seeking an In-School Youth Operations Manager to lead one of the region's most impactful career-connected learning initiatives. This is a succession role stepping into a well-established, highly respected position at the intersection of K-12 education, business development, and federal workforce investment — serving students and communities across El Paso and Teller Counties. The Pikes Peak Workforce Center (PPWFC) is a dual-county consortium serving both El Paso and Teller Counties. This position is responsible for the quality delivery of in-school youth programs, including strategizing, planning, and implementation to enhance the school district’s career and technical education programs and develop unified workplace learning programs, practices, and career exploration. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function. This position is subject to grant funding.

Requirements

  • High school diploma or equivalent education.
  • Four years of related professional experience.
  • Two years of experience in business-to-business development, business-to-education development, or business relationship development.
  • Programmatic, educational, or coaching experience working with youth or young adults.
  • Experience in workforce development programs, such as design, implementation, management, or participation in local, state, or federal programs emphasizing youth and K-12 education.
  • Proficiency with Microsoft Office Suite and/or Google Cloud Suite.
  • Achievement in delivering exceptional customer service.
  • Ability to communicate effectively both verbally and in writing and with regard to proper grammar, spelling, and punctuation.
  • Must be comfortable presenting to large and small audience groups, with an emphasis on communication to CEOs, Superintendents, and elected officials.
  • Ability to establish and maintain positive and cooperative interpersonal relationships with students, educators and school leadership, business partners, co-workers, and leadership to accomplish the department’s mission.
  • High level of interpersonal skills, professionalism, and integrity to handle sensitive and confidential situations and information.
  • Ability to multitask; seasoned experience with problem-solving and value-adding.
  • Maintain regular and punctual attendance.
  • Must possess and maintain a valid driver's license.
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
  • Must be able to clear the Colorado Department of Education background check.

Nice To Haves

  • Bachelor’s degree with a major in business management, marketing, organizational leadership, organizational design, or related field.

Responsibilities

  • Lead and support a team of in-school youth staff across program strategy and daily operations
  • Build and maintain employer partnerships that create meaningful career pathways for K-12 students
  • Oversee the Work-Based Learning MARKETPLACE platform connecting students to workplace experiences
  • Represent PPWFC to school districts, industry leaders, the Workforce Development Board, and community partners
  • Convene regional career advisory councils across high-demand industries
  • Directs business and education alliances for in-school youth activities with collaboration of PPWFC Senior Leadership in achieving awareness of career pathways, industry-recognized certifications, higher education attainment, pre-apprenticeship, apprenticeship, and opportunities for young adults after high school.
  • Manages assigned staff, and provides supervision, guidance, training, and leadership. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.
  • Partners with in-demand industries to convene career pathway advisory councils to assist school districts in achieving the Colorado Department of Education’s requirement to help solve labor supply and demand in the region.
  • In collaboration with the Business Relations Group, collects economic, labor market, and work-based learning data for analysis and reporting to regional school districts.
  • Leverages work-based learning continuum to create a regional talent pipeline from K-12 School Districts.
  • Manages design and implementation of the Work-Based Learning MARKETPLACE web platform.
  • In collaboration with staff, develops and distributes workshops and training content that is delivered to school district staff.
  • Partners with Program Services to ensure wraparound services are available to young adults and school districts in accordance with federal and state regulations.
  • Creates culture and programmatic structure that deliver exceptional customer service to in-school youth.
  • In partnership with the Executive Director and Senior Leadership, represents the organization to public and private community partners and State, and Federal partners in the area of in-school youth.
  • As needed, directs, develops, and implements fundraising activities.
  • Convenes twice per year regional career advisory board meetings in the top five industries with highest occupational demand to school districts as requested.
  • Serves as staff in-school youth manager to the Workforce Development Board and any of their subcommittees.
  • In partnership with the Programs Services Manager, oversees Governor’s Summer Job Hunt program.
  • Delivers presentations, writes articles, and presents information at meetings or conventions to promote services, exchange ideas, and accomplish objectives.
  • Interprets and explains policies, rules, regulations, and laws to organizations, government or corporate officials, and individuals in relation to career and technical education programs, career pathways, and work-based learning.
  • Directs or conducts studies or research on issues affecting areas of responsibility.
  • Makes presentations to legislative or other government committees regarding policies, programs, or budgets.
  • Attends and participates in meetings of municipal councils or council committees.
  • Performs other duties as required.

Benefits

  • Hiring Range: $82,000.00 - $92,000.00 annually
