About The Position

The Implementation Specialist / Quality Assurance Manager serves as a senior implementation expert and primary point of contact for the client for all assigned project tasks. In this role, the Implementation Specialist will lead, plan, and coordinate Go-Live, Cutover, and Post-Implementation activities for the client, ensuring a controlled and successful transition from legacy systems to the target solution. Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent work experience.
  • Minimum of 7 years of related experience working with business operations to implement large-scale software systems.
  • Experience with developing and conducting test processes for multiple types of systems, client users, and/or units across an organization.
  • Experience with management, supervision, or serving in a team lead capacity.
  • Experience implementing ERP systems (PeopleSoft).
  • Experience managing user acceptance testing, including creating business test scripts, recording defects, and confirming business processes.
  • Experience managing projects and providing executive reports and briefings.
  • Experience managing the human element of large-scale software implementations, including creating communication and change management plans.
  • Experience managing business operational adaptation and process reengineering during major software system implementations.
  • Experience conducting readiness assessments to determine that a business organization’s people, processes, and technology are ready for a software implementation.
  • Experience with cutover planning and execution.
  • Highly proficient in spoken and written English.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
  • Must possess problem-solving skills.
  • Exceptional communication skills, both oral and written.
  • Ability to respond effectively to customers with a sense of urgency.
  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
  • Highly motivated with the ability to handle and manage multiple tasks at any one time.

  • Must be a Self-starter, that can work independently and as part of a team.

Responsibilities

  • Serve in a leadership capacity throughout the contract, acting as the primary representative for all assigned tasks and activities.
  • Collaborate across divisions and offices to provide functional implementation guidance and ensure alignment with enterprise objectives, timelines, and constraints.
  • Act as an Implementation expert, supporting the implementation of the Project and all related process transition activities from legacy systems to the target environment.
  • Participate in recurring reviews of Implementation, Cutover, and Post Go-Live tasks in the DFS Project Schedule, as established by the Division, and refined with input.
  • Develop and administer comprehensive Go-Live Implementation, Cutover, and Post-Implementation Strategies/Plans, in collaboration with teams responsible for cutover, deployment, and retirement of various systems.
  • Ensure that all Cutover and Implementation plans align with the program and the Office of Information Technology (OIT) FLAIR retirement plan, including synchronization of timelines, dependencies, and risk posture.
  • Review, identify, create, collaborate on, and prepare detailed cutover schedules and checklists, including task ownership and responsibility assignments, data migration and final reconciliation activities, system configuration and change control steps, and business continuity and contingency planning, including fallback/rollback procedures.
  • Identify, review, create, and collaborate on readiness and change activities, including organizational and operational Readiness Assessments, detailed cutover planning and go/no-go criteria, identification of training gaps and workforce readiness needs, organizational change management and communications planning, technical and operational readiness activities, and risk and issue identification, tracking, and mitigation.
  • Plan and execute Hypercare and Post Go-Live Support.
  • Facilitate meetings and working sessions to promote teamwork, collaboration, and clear decision-making across stakeholder groups.
  • Provide onboarding support to new team members and stakeholders engaged in cutover and implementation-related tasks.
  • Support Go-Live Implementation by tracking risks and issues in real time, assessing severity and impact, implementing mitigation strategies, and determining when escalation is required.
  • Support go-live, Hypercare, and post go-live communication activities, including status updates, stakeholder briefings, and end-user communications.
  • Identify and create project reporting and metrics that track readiness and progress (e.g., dashboards, scorecards, and status reports) to satisfy executive and operational reporting needs.
  • Research, collect, evaluate, and refine data and tools required to meet project reporting, analytics, and evaluation requirements.
  • Provide transition services, including facilitating transition and close-out meetings and creating a comprehensive Lessons Learned document related to Go-Live Implementation, Cutover, and Post-Implementation Strategies/Plans.
  • Perform all services as requested through Task Lists/Task Orders issued by the Department’s Contract Manager, in accordance with defined deadlines, task parameters, and scope.
  • Adapt to changes in deadlines, task parameters, and scope as adjusted by the Department’s Contract Manager to align with evolving priorities, operational needs, or resource availability, ensuring all changes are documented in writing and incorporated into applicable task orders.
  • Prepare and submit required deliverables, including Weekly Status Reports, Monthly Time Reports, and any additional documentation required by the Department’s Contract Manager.
  • Perform other duties as assigned.
