About The Position

The Federal Implementation, Process and AI Team, part of Microsoft Business Operations (MBO) and the Operations Service Centre (OSC), is seeking an Implementation Manager (IM). This team is responsible for the successful in-market deployment of new products, programs, services, and business models for US Federal Government customers. They also manage key billing processes for these customers within a secure Sensitive Compartmented Information Facility (SCIF) environment. The IM will execute critical billing processes, manage the operational implementation of launches, and drive continuous improvement initiatives. This role involves collaboration with various stakeholders across Operations, Finance, Trade, and Compliance to influence design, execute delivery, operationalize launch plans, identify and mitigate risks, and make go/no-go decisions. The position also includes identifying and owning optimization opportunities for Regional Operations Centers, including prioritization, design, and tracking business benefits. Requirements

  • Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years of experience in program management, process management, or process improvement OR equivalent experience.
  • Candidates must be able to meet Microsoft, customer and/or government security screening requirements.
  • Must possess an active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with Polygraph.
  • Ability to meet Microsoft, customer and/or government security screening requirements is required pre-offer and post-hire.
  • Failure to maintain or obtain the appropriate U.S. Government clearance and/or customer screening requirements may result in employment action up to and including termination.
  • Position requires successful verification of the stated security clearance to meet federal government customer requirements.
  • Must pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
  • Verification of U.S. citizenship is required due to citizenship-based legal restrictions.
  • Operations acumen with understanding of how operations ecosystems work.
  • Demonstrated experience in complex stakeholder engagement, negotiation, and conflict management.
  • Project management experience including risk management, governance, and decision making.
  • Analytical and business judgment in complex scenarios.

Responsibilities

  • Execution of billing processes in a secure environment or Sensitive Compartmented Information Facility (SCIF).
  • Ensure all launches land successfully in region/globally, on time, delivering the experience customers/partners expect while managing stakeholder expectations.
  • Provide input to launch design and engage with Corporate launch teams globally to ensure regional requirements are incorporated into the design.
  • Manage the End-to-End regional/global deployment, establish regional/global structure, build plans, identify risks, influence mitigation, or escalate for resolution.
  • Represent Customers, Partners, and the Field throughout the launch process, conducting experience mapping sessions to ensure alignment with expectations.
  • Ensure all regional/global stakeholders understand the impact of launches (e.g., transaction volumes, query support, resource impact) and establish plans to manage these impacts.
  • Build engagement with corporate launch teams and regional implementation managers in other regions to ensure consistency in launch execution and adherence to the launch framework.
  • Provide regional/global approval for transition through launch tollgates and recommend launch “Go/No Go” decisions.
  • Conduct structured launch post-mortems to ensure learnings are incorporated into future launches.
  • Contribute to the development of launch processes and frameworks to adapt to a dynamic launch environment.
  • Identify, document, and communicate key business and customer needs to create future, high-quality experiences, including success measurement and execution management.
