About The Position

The Implementation Manager is accountable for managing capital projects relating to the implementation of Northwestel systems, facilities, and equipment based on user/service requirements driven from an understanding of business needs. The manager determines the most cost-effective method for accomplishing project needs from general information, user requirements, and planning input, resulting in the development of detailed engineering plans, estimates, budgets, specifications, and schedules to evaluate and implement new systems and technologies. The successful incumbent is accountable for the ongoing monitoring and planning that drives Northwestel’s operations force: availability management, configuration management, and capacity management to ensure adequate network and OSS (Operational Support Systems) capacity is provided for current and future needs.

Requirements

  • Bachelor’s degree in Telecommunications Engineering, Electrical/Electronics Engineering, Computer Science, Information Systems, or a related technical field
  • Knowledge of PSTN and IP‑based voice technologies, including SIP, VoIP, routing, numbering, and interoperability with legacy TDM services
  • Experience or strong understanding of fibre‑based access networks, including FTTH architectures, optical distribution networks, and capacity planning
  • Working knowledge of OSS/BSS systems and related operational processes such as service provisioning, inventory management, and incident/change management
  • Solid understanding of IP networking principles, including routing, switching, QoS, IPv4/IPv6, and performance considerations for real‑time services
  • Familiarity with telecommunications network architectures, including core, aggregation, and access layers, redundancy, and failover design
  • Ability to read and interpret technical and engineering documentation, including network diagrams and specifications
  • Strong analytical and problem‑solving skills, with the ability to assess network performance and operational impacts
  • Effective written and verbal communication skills, with the ability to prepare clear technical and non‑technical documentation
  • Proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint

Nice To Haves

  • Telecommunications or project management certifications (for example CTNS, CTA/CVA, CTPM, PMP, or PRINCE2) are considered an asset

Responsibilities

  • Designs and develops detailed plans according to company standards for capital projects, including unit testing & exception handling, developing installation specifications and detailed cost estimates including support packages.
  • Creates implementation schedules, procures materials, equipment, engineering hardware and software, and develops work schedules and priorities.
  • Ensures work is being done to specifications and meeting timelines, monitors capital budget expenditures, performs systems testing and acceptance of projects.
  • Evaluates skills and engages either internal personnel or contractors to perform work functions.
  • Conducts work site inspections and maintains build quality through audits.
  • Develops proposed network designs for review and consideration.
  • Creates detailed circuit orders based on network designs and documents any “as-built” network construction.
  • Submits Requests for Change (RFCs) including Methods of Procedures and Roll Back plans for Network Changes associated with project work.
  • Participates in Change Advisory Board meetings as a Subject Matter Expert.
  • Provides third level technical support to various projects and areas of the organization.
  • Manages capacity and availability of assets to ensure planners have information to develop technology business plans.
  • Tracks and generates asset information required for planning purposes, including predicting replacement and enhancement of assets based on age, return on investment, performance, and capacity while developing best practices (CNPs).
  • Provides support through Incident Management, including assisting in the resolution of any escalated incidents and resolution of recurring incidents or problems with the current network.
  • Provides input and solutions to Strategic planners, steering teams, the portfolio management team, and the overall ITM business plan.
  • Develops Implementable plans including descriptions of the underlying business need and solution, as well as a High-Level estimated project plan including resourcing, cost, timeline, and business value.
  • Assesses technological business needs on a case-by-case basis and utilizes that assessment to develop business cases for technological solutions.
  • Maintains technology menu through approving devices for specific applications, including IOS versions and levels.
  • Maintains, supports, and enforces the technology approval process.
