About The Position

The Agency of Education is seeking to build a dynamic, quality-focused, district facing team that serves as the Agency's statewide implementation, education transformation, and quality improvement team. This new team will lead implementation of Vermont's highest-priority education initiatives while building the enduring systems, partnerships, and organizational capacity necessary to sustain educational excellence across the state. The Agency is seeking an Implementation Lead for Inclusive Education Systems to serve as a critical member of this team and support districts in strengthening inclusive educational systems that improve outcomes for all learners through implementation of special education, Multi-Tiered Systems of Support (MTSS), differentiated supports, and integrated student services. This position is classified as an Education Transition Support Specialist by the Department of Human Resources.

Requirements

  • Bachelor's degree or higher in education, organizational development, business or public administration, continuous improvement, or related field AND four (4) years or more of experience in change management or organizational development that includes experience in the basic concepts of process improvement, strategic planning, organizational redesign, change management, and performance analysis.
  • Eight (8) years or more of experience in change management or organizational development that includes experience in the basic concepts of process improvement, strategic planning, organizational redesign, change management, and performance analysis.

Responsibilities

  • Serve as the Agency's statewide implementation & district support team.
  • Deliver integrated academic, operational, & organizational support through a coordinated cross-functional model.
  • Differentiate TA based on district readiness, performance, and identified needs.
  • Coordinate closely with Agency content experts to ensure consistent guidance and implementation support.
  • Lead Quality and Improvement Reviews; manage the Early Warning Indicator System.
  • Facilitate implementation planning, coaching, and CI.
  • Translate statewide priorities into effective local implementation.
  • Coordinate Agency expertise to reduce fragmentation and strengthen district capacity.
  • Monitor implementation progress and recommend targeted interventions to improve district/school performance.
  • Strengthen Vermont's statewide capacity for education transformation and continuous quality improvement by building sustainable systems that improve instructional quality, organizational excellence, and student outcomes.
  • Provide coaching, facilitation, professional learning, implementation planning, organizational support, and technical assistance that strengthens district systems while reducing fragmentation across Agency initiatives.
