About The Position

The Immigration Services Manager leads the County’s efforts to support immigrant and refugee communities through strategic program development, policy guidance, and community engagement. This role oversees integration initiatives, builds partnerships with community organizations, and advises County leadership on policies and services that advance equity, access, and inclusion. The manager also coordinates cross-departmental efforts, and ensures that immigrants are connected to the resources they need. Supervision is received from the Director of Communications and Public Engagement.

Requirements

  • Associate’s degree in human services, social work, public health, political science, communications or a related field
  • 5 years of experience in human services work
  • 2 years of working with immigrant or refugee organizations or in a community engagement, policy development, or program management role
  • Possession of a valid driver’s license
  • A successful incumbent operating in this role displays the following: Knowledge of laws, regulations, and requirements regarding immigrant and refugee population
  • Working knowledge of immigrant population and issues that affect them
  • Considerable knowledge of immigration, human services and community resources available in Frederick County, along with Federal and State programs
  • Knowledge of eligibility and application requirements for programs for immigrants
  • Knowledge and understanding of best/promising practices related to immigration at local, state and national levels
  • Ability to work positively and effectively, with patience and empathy with co-workers and individuals
  • Skills in program development with consideration for the needs and priorities of immigrants, while working within the constraints of a fixed annual budget
  • Ability to lead collaborative efforts with community stakeholders to identify gaps and build service delivery mechanisms to address the needs of immigrants
  • Ability to analyze community problems and develop sound and appropriate recommendations
  • Ability to work independently and exercise tact and judgment in dealing with community groups
  • Ability to effectively present information in one-on-one and community group settings
  • Discretion and good judgment in dealing with sensitive and personal information with ability to maintain appropriate confidentiality
  • Strong and effective spoken and written (English) communication skills including the ability to clearly explain policies and procedures
  • Ability to establish and maintain effective working relationships with co-workers, representatives of cooperating agencies and the general public

  • Substitutions for the above-listed required education and experience are a Bachelor’s Degree with 3 years of experience as described above or a Master’s Degree with 1 year of experience as described above.
  • Experience in human services program and policy development
  • Budget or fiscal work experience
  • Grants writing or grants administration work experience
  • Experience managing or creating immigrant integration programs
  • Secondary language skill with a preference for Spanish
  • Experience working in a local government setting

Responsibilities

  • Manage and implement immigrant integration and multicultural programs, including citizenship initiatives, English language learning, job readiness services, and other efforts that expand economic, social, cultural, and civic opportunities for diverse communities.
  • Assess community needs, maintain an up-to-date inventory of County and non-profit services, and update the immigrant and refugee resource guide to identify service gaps, reduce barriers, and ensure accurate, accessible information for immigrant, refugee, and multicultural communities.
  • Support and coordinate existing County initiatives and educational outreach efforts related to immigrant and refugee affairs, including serving as the staff liaison to the Immigrant Affairs Commission.
  • Serve as a policy advisor on immigrant, refugee, and multicultural affairs, providing guidance to County leadership and departments.
  • Promote, educate, and advocate for the needs and priorities of immigrant and refugee communities to policymakers, County leadership, and community stakeholders.
  • Build and maintain collaborative relationships with organizations that support immigrant, refugee, and multicultural communities, including nonprofits, businesses, faith-based groups, neighborhood associations, and advocacy organizations. Partner with these organizations on special projects and community initiatives.
  • Represent the County at events, forums, and intergovernmental meetings.
  • Develop and maintain data sets, performance measures, and evaluation frameworks to assess community needs, monitor service accessibility, identify disparities, and inform policy and program improvements for immigrant and refugee residents.
  • Analyze demographic, service utilization, and community outcome data; prepare reports and presentations to communicate findings, track progress, and inform county leadership, stakeholders, and the public.
  • Perform other related duties as required.
