About The Position

TJFACT is seeking a well-qualified ILEA Financial Management Analyst to support the Department of State – INL/ACB/ILEA in Washington, D.C.! This position is equivalent to a Budget Analyst LVL 4. Please note this role a TPC and is contingent upon a contract award. The Financial Management Analyst serves as a member of the ILEA team and is responsible for tracking the budget and finances of the ILEA program. The Financial Management Analyst will also provide assistance in the administration and management of ILEA implementing agreements. The ILEA team manages the program from planning to implementation, coordinating across the U.S. interagency, State Department domestic offices, and U.S. embassies abroad.

Requirements

  • U.S. Citizen
  • Active security clearance status.
  • A Bachelor's degree from an accredited institution and two to ten years’ experience at the equivalent GS-12 or higher level; or an Associate's degree from an accredited institution and a minimum of twelve (12) years’ experience at the equivalent GS-12 or higher level
  • Proficient in Microsoft Office Suite
  • Demonstrated Microsoft Excel proficiency to include the creation and manipulation of pivot tables and formulas.
  • Demonstrated capability to manage competing priorities and deliver on time.

Nice To Haves

  • Active security clearance or an active security clearance within the last 12 months from date of solicitation.
  • Demonstrated knowledge of federal regulations pertaining to U.S. foreign assistance and financial management
  • Graduate Degree from an accredited college or university in business administration, accounting, finance, international relations, or related field
  • Demonstrated experience managing and supporting foreign assistance, especially INL.
  • Demonstrated experience supporting implementing mechanisms, like contracts, grants, interagency agreements, and/or letters of agreement
  • Demonstrated knowledge of bookkeeping and accounting procedures that maintain funds control records.
  • Demonstrated experience with management of budgets and reconciliation of accounts, spreadsheets, ledgers, etc.
  • Demonstrated ability to communicate effectively both orally and written.
  • Demonstrated knowledge of and skill in applying analytical techniques to resolve issues or problems of a procedural or factual nature.
  • Demonstrated ability to work independently.

Responsibilities

  • Respond to budget related taskers related to both active and future fiscal years, to include forecasting, monitoring, obligating, and de-obligating funding. Taskers may include formal reports, data calls, briefings within INL and with OMB and Congress. Supports the tracking of notification requirements to Congress and other restrictions on funding.
  • Track ILEA expenditures and funding requirements. Assist in planning obligations.
  • Assist with the administration and management ACB/ILEA specific implementing agreements for the program including but not limited to, contracts, grants, letters of agreement, and interagency agreements.
  • Assist the ACB/ILEA Team with tracking expenditures and planning obligations.
  • Draft and facilitate the review of the paperwork required to award, monitor, and close Inter-Agency Agreements (IAAs), Cooperative Agreements, grants, contracts, Letters of Agreements (LOAs), and other relevant implement agreements or funding actions for final processing by a government representative.
  • Review and draft budgets, to include Independent Government Cost Estimates (IGCEs), and recommends to the ILEA Branch Chief and/or Contracting Officer Representatives, Agreement Officers Representative, and/or Grants Officer Representatives approval and/or modifications of budgets.
  • Monitor activities and financials of implementers and reports to government representatives on the status of implementer progress towards meeting monitoring and tracking funding. Work with implementer and INL financial staff as needed to monitor funding and resolve issues. Recommend corrective courses of action to government representatives as needed.
  • Develop and improve ILEA financial process in areas including but not limited to budget planning and monitoring and tracking funding. Work with posts and implementing partners to standardize and streamline financial reporting to ensure timely and accurate information is available on the ILEA program to facilitate program decisions.
  • Utilize the ILEA’s Global Network and other INL databases and systems to help provide information to respond to taskers.
  • Liaise with all relevant offices within the Department of State, at U.S. embassies abroad, and federal law enforcement agencies on ILEA financial matters. Offices may include but are not limited to INL budget offices, ILEA financial staff at post, embassy Financial Management Officers and staff, and financial POCs at partner U.S. agencies.
