About The Position

Parsons is looking for a talented Identity Management (IdM) Specialist to join our growing team! This role supports the development, review, processing, and execution of Identity Data Management (IdDM) plans, annexes, policies, and directives. The specialist will maintain knowledge of established IdDM plans to ensure they support current and future operations, and prepare and deliver IdDM training to support and enhance unit readiness. Responsibilities include performing organizational, individual, and operational due diligence IAW DoD policies, evaluating the sustainability of the unit's IdDM Tactics, Techniques, and Procedures (TTPs), and developing responses to IdDM requirements and assigned taskers. The role also involves supporting the daily management and oversight of IdDM Operation Security, including maintenance, issuance, tracking, recovery, inventory, and turn-in of IdDM program items. Contractor personnel will conduct Technical Supportability Reviews (TSR) or Policy and Standards Reviews (PSR) of security actions, track and maintain accountability of review tasks, and perform data mining of the requirements database for review analysis. Additional duties include data management, file maintenance, creating reports, information papers, and briefings, and providing input to policies, procedures, and standards. The specialist will also help develop training materials and train all audiences on the program. The role requires coordination with supported units/organizations and serving as the Identity Management (IdM) lead and subject matter expert in tools and technologies, including advanced MA capabilities. The specialist will establish and maintain the capability to manage and locally track IdM mechanisms and assist with the development and maintenance of IdM capabilities IAW DOD policies and procedures. Finally, the role involves representing the U.S. Army regarding Intelligence Community support to military operations and OSINT committees, projects, and other forums, and establishing relationships with DoD IdM office and subordinate elements.

Requirements

Active TS/SCI security clearance
Bachelor's Degree, with additional years of experience able to count in lieu of a degree.
10+ years of experience, with additional education, training, and certifications able to count towards total years of experience
Must have at least one year of specialized experience equivalent to the GG/GS-12.
Mandatory Specialized experience is defined as experience with DoD and IC IdM missions, IdM mission oversight and compliance, intelligence operations, mission planning, and/or Open-Source Intelligence (OSINT) and/or Open-Source Intelligence (OSINT) data.
Foundations of Sensitive Support Course - Mandatory
Identity Security Awareness Course - Mandatory
Candidate should have experience in intelligence-related research, analysis, collections, reporting and/or operations.
This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, All Source, HUMINT, Counterintelligence, or Targeting threat support
An active Top Secret SCI w/Polygraph security clearance is required to apply, however, the selected candidate must be able to obtain a Top Secret SCI clearance prior to the start date.

Responsibilities

Supports the development, review, processing, and execution of Identity Data Management (IdDM) plans, annexes, policies, and directives.
Maintains knowledge of established IdDM plans to ensure that they support current and future operations.
Prepares and delivers IdDM training to support and enhance unit readiness.
Performs organizational, individual, and operational due diligence IAW DoD policies to maintain plans, mechanisms, travel awareness, etc.
Evaluates the sustainability of the unit's IdDM Tactics, Techniques, and Procedures (TTPs).
Develops responses to IdDm requirements and assigned taskers while engaging associated organizations for support and collaborating or coordinating on externally generated requirements.
Supports the daily management and oversight of IdDM Operation Security, including but not limited to the maintenance, issuance, tracking, recovery, inventory, and turn-in of IdDM program items.
Conducts Technical Supportability Reviews (TSR) or Policy and Standards Reviews (PSR) of all validated security actions to determine if it is supportable, verifiable, credible, realistic, and compatible.
Track and maintain accountability of review tasks within the current requirements database or any subsequent database implemented in its place.
Data mine the current requirements database to support review analysis.
Conduct data management, file maintenance, and maintain organizational tools to track and record actions.
Create reports, information papers, and briefings.
Conduct briefings and attend organization staff-level meetings when requested.
Establish and implement updated procedures in response to new policies and regulations.
Provide input to policies, procedures, and standards, including written products, working groups, tabletop exercises, and pilots.
Help develop training materials, train all audiences on the program, including newly assigned personnel.
Coordinate with supported units/organizations via in-person meetings, e-mail, or telephonic communication.
Serve as the Identity Management (IdM) lead and subject matter expert in the areas of tools and technologies to include advanced MA capabilities for the customer.
Establish and maintains the capability to manage and locally track IdM mechanisms, assists with development and maintenance of IdM capabilities IAW DOD policies and procedures.
Represents U.S. Army regarding Intelligence Community support to military operations and OSINT committees, projects, and other forums with recommendations for the U.S. Army to shape the evolution of IdM tools and technology.
Establishes relationships with DoD IdM office and subordinate elements that require use of IdM tools and techniques.
