About The Position

Parsons is looking for a talented Identity Management (IdM) Specialist to join our growing team! This role supports the development, review, processing, and execution of Identity Data Management (IdDM) plans, annexes, policies, and directives. The specialist will maintain knowledge of established IdDM plans to ensure they support current and future operations, and prepare and deliver IdDM training to support and enhance unit readiness. The position involves performing organizational, individual, and operational due diligence IAW DoD policies to maintain plans, mechanisms, travel awareness, etc., and evaluating the sustainability of the unit's IdDM Tactics, Techniques, and Procedures (TTPs). The specialist will develop responses to IdDM requirements and assigned taskers, engaging associated organizations for support and collaborating on externally generated requirements. Daily management and oversight of IdDM Operation Security, including maintenance, issuance, tracking, recovery, inventory, and turn-in of IdDM program items, will also be a key responsibility. Contractor personnel shall be responsible for conducting Technical Supportability Reviews (TSR) or Policy and Standards Reviews (PSR) of all validated security actions to determine if they are supportable, verifiable, credible, realistic, and compatible. The role includes tracking and maintaining accountability of review tasks, data mining the requirements database for review analysis, and conducting data management, file maintenance, and maintaining organizational tools to track and record actions. Creating reports, information papers, and briefings, as well as conducting briefings and attending organization staff-level meetings when requested, are also part of the duties. Establishing and implementing updated procedures in response to new policies and regulations, and providing input to policies, procedures, and standards, including written products, working groups, tabletop exercises, and pilots, are essential. The specialist will help develop training materials and train all audiences on the program, including newly assigned personnel. Coordination with supported units/organizations via in-person meetings, e-mail, or telephonic communication is required. The role serves as the Identity Management (IdM) lead and subject matter expert in the areas of tools and technologies, including advanced MA capabilities for the customer. Establishing and maintaining the capability to manage and locally track IdM mechanisms, and assisting with the development and maintenance of IdM capabilities IAW DOD policies and procedures are key functions. The specialist will represent the U.S. Army regarding Intelligence Community support to military operations and OSINT committees, projects, and other forums, with recommendations to shape the evolution of IdM tools and technology. Establishing relationships with DoD IdM office and subordinate elements that require use of IdM tools and techniques is also a responsibility.

Requirements

Active TS/SCI security clearance
Bachelor's Degree, with additional years of experience able to count in lieu of a degree.
10+ years of experience, with additional education, training, and certifications able to count towards total years of experience
Must have at least one year of specialized experience equivalent to the GG/GS-12.
Mandatory Specialized experience is defined as experience with DoD and IC IdM missions, IdM mission oversight and compliance, intelligence operations, mission planning, and/or Open-Source Intelligence (OSINT) and/or Open-Source Intelligence (OSINT) data.
Foundations of Sensitive Support Course - Mandatory
Identity Security Awareness Course - Mandatory
Candidate should have experience in intelligence-related research, analysis, collections, reporting and/or operations.
This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, All Source, HUMINT, Counterintelligence, or Targeting threat support
An active Top Secret SCI w/Polygraph security clearance is required to apply, however, the selected candidate must be able to obtain a Top Secret SCI clearance prior to the start date.
