About The Position

Under the Supervision of the Program Improvement Manager, this position serves as a liaison between IDD Program Services & PASRR and IDD Contracts Management Unit (CMU), as directed. The position responsibilities include, assistance with planning, development and implementation of program policy and procedures relative to IDD contracts, provides highly advanced consultative support services and technical assistance to agency program staff, governmental entities, community organizations and the general public for statewide initiatives related to the LIDDA Performance Contract, Family-Based Alternatives (FBA), and the Multi-Assistance Center contracts. The position collects and coordinates analysis related to program operations in an effort to provide CMU with contract updates. The position will also prepare reports related to performance of contractors for executive leadership and legislative initiatives. Assists in the implementation of priorities, standards and measurements for determining progress in meeting goals. Performs specialized research on new initiatives that have impacts on IDD contracts. Provides information and advice to state agencies and the general public regarding agency activities and responsibilities as directed by the Manager of the Program Improvement unit. The position may require professional communication and interaction with section staff, agency executive management and program staff, service providers, individuals receiving services, families and other stakeholders.

Requirements

  • Graduation from an accredited four-year college or university with major course work in a human services field is required.
  • At least 2 years of experience with the field of services for persons with intellectual/developmental disabilities is required.

Nice To Haves

  • Experience working at a Local IDD Authority (LIDDA) preferred.
  • Experience in drafting policies and procedures is preferred.

Responsibilities

  • Perform advanced comprehensive planning functions relating to the development of IDD contracts.
  • Assists with implementation of special projects and of cross-functional legislative initiatives/projects concerning IDD Services.
  • Assist in leading workgroup meetings with the focus of revising or drafting language for each of the IDD contracts.
  • Communicates and works collaboratively with the Contracts Management Unit in the development and implementation of contracts (35%)
  • Completes research, planning, policy, and administrative activities for assigned IDD program(s).
  • Assists in identifying contractor needs and coordinating the development of policy, training materials, and other documents to assist IDD unit staff and contractors statewide.
  • Reviews data reports to track and trend deliverable information to provide recommendation pertaining to the contract budgets and program services to executive leadership, contract managers, and management.
  • Responsible for the completion of data reports, as directed.(25%)
  • Serves as liaison for Program Improvement, other sections and divisions within HHSC or with outside entities.
  • Provide consultation in developing, implementing, or monitoring program goals/objectives, policies, protocols, or training initiatives by serving on agency workgroups and committees, interagency workgroups and committees, and strategic planning sessions. (20%)
  • Communicates on a complex level with others (internal and external) to provide, exchange, or verify information, answers inquires, address issues, or resolve problems or complaints.
  • Consults with stakeholder entities, program areas and divisions involved in IDD contracts to resolve problems, discuss program effectiveness, or provide technical assistance.
